<br />Sweet-natured but remote, a he-
<br />roic figure of slightly above aver-
<br />age intelligence, Noonan's Reagan
<br />intuitively understands his role in
<br />history.
<br />
<br />"I think it's a very loyal book,"
<br />said the author, who shares Rea.
<br />gan's conservative ideology. "If
<br />you found my portrait of Reagan
<br />to be complex, that's because he is
<br />a paradoxical man. His own wife
<br />said in her memoirs that he's not
<br />an easy person. to understand. I
<br />was struck recently when Edmund
<br />Morris, Reagan's biographer, said
<br />he is wrestling with the paradox of
<br />Reagan. When he said that, I was
<br />relieved, partly out of vanity."

<br />savvy and talent than Noonan, the
<br />40-year-old daughter of a New Jer-
<br />sey appliance salesman, who has
<br />parlayed a brief White House ex-
<br />perience into sizable speaking fees
<br />and a contract with Random
<br />House for a still-unfinished novel.
<br />She lives with her 3-year.old son in
<br />an apartment on New Vork's fash-
<br />ionable East Side.
<br />Besides unsolicited editing,
<br />Noonan'S greatest frustration in
<br />the White House was gaining ac-
<br />cess to the president. Still, she
<br />managed to write an engaging,
<br />perplexing portrayal of the former
<br />president, published last year.

<br />Gunnison Gorge NCA is high-
<br />lighted by a wild and scenic riv-
<br />er, recognized as an exceptional
<br />white-water boating river and
<br />for its gold-medal trout waters
<br />set amid unique geologic fea-
<br />tures. A lush riparian habitat de-
<br />fines a narrow green band along
<br />the river, unexpected contrast to
<br />stark rock walls. .
<br />It is a hard-to-reach territory,
<br />with a uqique white-water expe-
<br />rience, challenging but not
<br />death.defying, as floaters pass
<br />by narrow canyon walls that
<br />open to broad river vistas and
<br />then the fertile valley.

<br />in 1976. In 1980, the 1.2 milUon
<br />acre Steese NCA in Alaska was
<br />designated; in 1987, the 262,000-
<br />acre EI Malpais NCA was
<br />named in New Mexico; and in
<br />1988 the 56,400.acre San Pedro
<br />Riparian NCA in Arizona.
