<br />~) <br />), <br /> <br />. <br /> <br />. <br /> <br /> <br />Briefing Statement <br /> <br />Yuma Desalting Plant <br /> <br />Based upon current schedule and budget conditions, startup of the Yuma <br /> <br />Desalting Plant (YOP) could slip approximately 1 to 2 years. Seven <br /> <br />contracts, totaling $10 million, were programmed for award in fiscal <br /> <br />year 1987, supporting ongoing work of $13 million. We nOW expect to award <br /> <br />only three contracts, and award dates are being slipped on them. This <br /> <br />results in a shift of approximately $6 million to fiscal year 1988 Dr <br /> <br />beyond. <br /> <br />Given that shift, and with little or no likelihood of increases in the <br /> <br />fiscal year 1988 budget, we have rescheduled all contracts to provide for <br /> <br />fund levels approximating this year. This results in a slip of the full <br /> <br />plant on-line date to late 1991 Dr early 1992. <br /> <br />We project about 1 year of potential exposure to increased releases to meet <br /> <br />Minute No. 242. Based on current reservoir conditions, depletion <br /> <br />expectations, and the plant completion schedule, we would not project to <br /> <br />operate the Y?D before late 1990 (1991 water year), other than for break-in <br /> <br />and warranty purposes. We believe the risk of needing extra releases in <br /> <br />1991 is quite small, requiring at least 2 years of below normal runoff. <br />
