Clements <br />Governor of Texas <br />Chairman, High Plains Study Council <br />State Capitol <br />Austin, TX 78711 <br /> <br />Gentlemen: <br /> <br />i, <br /> <br />High Plains Associates, as General Contractor, are pleased to submit <br />this final report on the Six-State High Plains-Ogallala Aquifer Regional <br />Resources Study in fulfillment of our Contract No. CO-A01-78-00-2550 <br />with the U.S, Department of Commerce. The Study has been conducted <br />pursuant to the provisions and objectives of Public Law 94-587 (90 <br />Stat. 2943), Sec. 193 which authorized the Study, under direction of <br />the High Plains Study Council. We have been assisted in the Study by <br />each of the states, Colorado, Kansas, Nebraska, New Mexico, Oklahoma <br />and Texas. <br /> <br />The report and associated study reports present the results of our <br />analyses of the economic, envi ronmental and social impacts at the <br />local, subregional, state, regional and federal levels of alternative <br />water resource management strategies which would extend the duration <br />of availability of water for irrigation from the Ogallala Aquifer or <br />augment the Aquifer supply. Our projections of the future of the <br />energy sector of the High Plains regional economy and the potential <br />for future nonagricultural economic developments are also presented. <br />We believe that this information, combined with that in the U.S. Army <br />Corps of Engineers' report on potential interstate interbasin water <br />transfers, will be useful to the High Plains Study Council and the <br />Secretary in formulating recommendations to the states and the Congress <br />for actions ". . . to assure an adequate supply of food to the Nation <br />and to promote the economic vitality of the High Plains Region, . ." <br />(P.L. 94-587, Sec. 193). <br /> <br />Six State High Plains-Ogallala "'quifer Study. <br /> <br />Project Headquarrers, 3445 Executive Center Drive / Suite llO/ Austin, TX 78731/(51 l) 345.98l0 <br />Hi <br /> <br />~ <br />
