<br />With this progressively expanding agricultural economy came larger <br />demands for water from the Ogallala, coupled with simultaneous and complex <br />changes in the availability of low cost natural gas. As a result, this Study <br />was undertaken to project the probable consequences of various water resource <br />management alternatives for the High Plains Region and depletion of the <br />energy resources. These consequences will have local, state, regional, and <br />national impacts. The measure of the extent and timing of those impacts were <br />the key problems resulting in authorization of the Study. <br /> <br />STUDY AND REPORT ORGANIZATION <br /> <br />Responsibility for administrative direction of the Study, and for final <br />recommendations to the Congress, was assigned by the authorizing legislation, <br />Public Law 94-587, Section j93, to the Secretary of Commerce acting through <br />the Economic Development Administration (EDA). The states and EDA formed the <br />High Plains Study Council to assure policy guidance for the Study, and to <br />submit its conclusions and recommendations to the Secretary and the Congress. <br />Key federal agencies were represented on a Technical Advisory Group formed by <br />EDA to provide technical review support. <br /> <br />Technical direction of the Study was provided by the High Plains <br />Associates (General Contractor) made up of the consulting firm of Camp <br />Dresser & McKee Inc., as prime contractor, in association with Black & Veatch <br />as joint venturer, and Arthur D. Little, Inc., as subcontractor. Vital <br />research was carried out by the states. Concurrent studies by federal agen- <br />cies contributed directly to Study results. <br /> <br />The General Contractor was responsible for the following specific <br />activities: <br /> <br />o Overall study administration and coordination. <br /> <br />o Negotiation and supervision of all contractual relationships <br />with the states and other Study participants. <br /> <br />o Conduct of all regional study elements. <br /> <br />4 <br />
