The annual report shall jnclude, among <br />other things, the following: <br />(a) The receipts and ex>'enditures of all funds of the Administra- <br />tion and all pertinent financial data. <br />(b) All hvdroloRic data TelatinR to the Arkansas River which the <br />Administration deems pertinent. <br />(c) Statements as to cooperative studies of water supplies made <br />during the preceding year, including cooperative studies and <br />activities with any Federal agency. <br />(d) All findings oUact made by the Administration during the <br />preceding year. <br />(e) Such other pertinent matters as the Administration maydeem <br />advisable. <br /> <br />Article IX <br /> <br />Seal <br /> <br />1. The official seal of the Administration shall be circular in form <br />with the words "Arkansas River Compact Administration" imprinted <br />around the border and the word uSeal" in the center thereof. <br />2. The Secretary of the A dministration shall have custOdy of the <br />seal of the Administration. <br /> <br />Article X <br />Miscellaneous <br /> <br />1. The Administration and its Secretary on request shall furnish to <br />the Governor of each of the States of Colorado and Kansas any informa- <br />tion within Us possession at any time, and shall always provide free <br />access by the public to its records. Except in the case of the Governor <br />of each of the States of Colorado and Kansas, or intere~ed Federal <br />agencies, the cost of furnishing information shall be paid by ~the person <br />seeking it at such rates as may be fixed by the Administration. <br />2. All contracts and other instruments in writing required to be <br />signed for and on behalf of the Administration, except matters relating <br />to the receipt and disburseme:!t of funds, shall be signed by the Chair- <br />man or Vice-Chairman and Sacretary. The seal of the Administration <br />shall be affixed thereto. <br /> <br />Article XI <br /> <br />Amendments To By-Laws <br /> <br />1. Amendments to the By-Laws may be made at any meeting of the <br />Administration, provided notice of the proposed amendment shall have <br />been given in the notice of the meeting. <br /> <br />-40- <br />
