Tl,e acquis~tion of' such rights is <br /> <br />considered the responsibility of' states and local interests as a rcquirenent <br /> <br />of' local cooperation. <br /> <br />Since the Missouri Basin constitutes only a part of' the 17-state area, I <br /> <br />shall discuss the water resource progr3Xl in that basin only generally in re- <br /> <br />lation to the over-all pro3ress of' river control prograns. The scope of' the <br /> <br />civil works appropriation bill passed by Congress and signed by the President <br />on August 5, is indicative of' the irx.flortance the public attaches to the on- <br /> <br />going of' developnent of' the nation's water resources. <br /> <br />Our appropriation for the Missoltri Basin totalled $101,450,000 f'or con- <br />tinued construction on GoinG projects; $1,700,000 f'or new project construction <br />starts, Gnd $860,000 of' planning funds. <br />This will enable uS to nove f'orwar~ ef'ficiently with construction of' the <br />Missouri River bank stabilization Qnu navicetion project; three nain sten <br />Missouri River datlS; our agricultural levee ~roGr~~; nine local flood ~rotec- <br /> <br />tion projects, and two tributary reservoir projects. <br /> <br />New construction starts include the Big Bend n~l on the Missouri" River <br /> <br />near old Fort Tl,onpson in South Dakota; the POIDna Reservoir in Konsas and <br /> <br />local protection works at Mcnhnttnn, Kansas. Our ~lnnnin~ fund nlloc~tions <br /> <br />will pcrnit continued plcnniu3 of the Wilson nn~ Milford DeLlS in Kansas. <br />Funds were provided f'or new plaIh~inG starts on the Kasinger Bluf'f anu Stockton <br /> <br /> <br />Dnrls in Missouri, and the Floyd River f'loo~ control project Gt Sioux City, Iowa. <br /> <br /> <br />With the $600,000 appropriatec for Big BenQ Dan we e~~ect to cOIQlete <br /> <br /> <br />planning of' that project and to start initial construction next sprinG' This <br /> <br />8 <br /> <br />
