I want to <br />remind the Board members that the November meeting has been moved to November 17"'. <br /> <br />AGENCY MANAGERS' REPORT <br /> <br />The Agency Managers have not met since the August Board meeting. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water ReDort <br /> <br />Due to the timing of the September Board meeting, the Board's staff estimate of consumptive <br />uses is not available. <br /> <br />During July 1999, storage in the major Upper Basin reservoirs increased by 267,000 acre-feet <br />and storage in the Lower Basin reservoirs increased by 118,000 acre-feet. Total System active storage <br />as of the end of July was 56.017 million acre-feet (mat) or 94 percent of capacity, which is 0.824 maf <br />less than one year ago. <br /> <br />August releases from Hoover, Davis, and Parker Dams averaged 14,910, 13,980 and <br />11,060 cubic feet per second (cfs), respectively. Planned releases from those three dams for the month <br />of September are 9,900,13,000 and 10,700 cfs, respectively. The August releases represent those <br />needed to meet downstream water requirements. <br /> <br />Unregulated inflow into Lake Powell for April through July 1999 was 7.621 maf, which is <br />99 percent of the 30-year average for the period 1961-1990. The August 16"' forecast of unregulated <br />inflow into Lake Powell for the 1998-99 water year is 12.374 maf, or 106 percent of the 30-year <br />average. <br /> <br />Colorado River ODerations <br /> <br />On August 10'h, I attended the final consultation meeting in Las Vegas, Nevada, along with <br />
