The authorized purposes include irrigation, flood <br />control, fish and wildlife, recreation, municipal and industrial water, <br />and other purposes. The principal features of the Narrows Unit will <br />include the Narrows Dam and Reservoir; fish hatchery and rearing ponds; <br />acquisition and development of the existing Jackson lake Reservoir, <br />including some rehabilitation of Jackson lake Dam, for public outdoor <br />recreation and fish and wildlife enhancement; and other necessary works <br />and facilities to effect its purpose. <br /> <br />The fi nal envi ronmental statement was fil ed with the Counci 1 on <br />Environmental Quality in May 1976, and an addendum to the Definite <br />Plan Report was prepared in June 1976. Repayment contracts were signed <br />with the lower South Platte Water Conservancy District on July 27, 1976, <br />and the Central Colorado Water Conservancy District on July 30, 1976. A <br />contract was executed on August 18, 1976, with the State of Colorado for <br />repayment of reimbursab 1 e recreati on enhancement costs under provi si on <br />of Public law 89-72. A contract will have to be negotiated with the <br />State of Colorado for repayment of reimbursable fish and wildlife <br />enhancement costs under provision of Public law 89-72 prior to construc- <br />tion of fish and wildlife facilities. In February 1978, a special <br />report outlining the results of the investigation on specific. issues <br />was submitted to the Department of the Interior. <br /> <br />The landowners in the reservoir area formed Jhe Regional landowners <br />Group, Incorporated and initiated 1 itigation against project construc- <br />tion. On July 11, 1976, the Regional landowners Group, Incorporated and <br />a group of landowner members filed suit in the U.S. District Court of <br /> <br />2 <br />
