The Congress also, in the same <br />Act, authorized sufficient funds for Corps of Engineer <br />Projects in Colorado, keeping within the spending ca. <br />pability of the Corps. The President of the United <br />States signed the Appropriation Act in October, 1971, <br />and the appropriate Agencies were then authorized by <br />the Office of Management and Budget to proceed with <br />preconstruction engineering. <br /> <br />Failure to obtain the increased appropriations <br />would have meant that these Agencies of Government <br />would not have been able to award the new contracts <br />specified, and would only have had sufficient funds to <br />continue construction on Projects then underway. <br /> <br />FRYINGPAN . ARKANSAS PROJECT <br /> <br />The Southeast Colorado Water Conservancy Dis- <br />trict is the legal agency for the $258 million Frying- <br />pan-Arkansas Project, authorized by the Congress of <br />the United States on August 6, 1962, and signed into <br />law on August 16, 1962 by the late President John <br />F. Kennedy. A Contract between the United States <br />and the Con5ervancy District was entered into Jan. <br />uary 21, 1965, under No. 14.06.700.4715. This <br />multi-purpose Project will provide an average of <br />69,200 acre. feet of supplemental water to the Arkan- <br />sas River Basin each year, from decrees on the Colo- <br />rado River owned by the Conservancy District. <br />Water will be collected under a very rigid set of Op- <br />erating Principles from tributaries to the Fryingpan <br />and Roaring Fork Rivers in the Colorado River Basin, <br />and then diverted through the Charles H. Boustead <br />Tunnel, 5.3 miles long, 10.5 feet in diameter, at an <br />elevation of 10,000 feet, and then be stored for proper <br />regulation and use in three major reservoirs in the <br />Arkansas River Basin in Colorado. Ruedi Reservoir <br />was constructed as a part of the Fryingpan-Arkansas <br />Project to provide replacement waters for users in <br />the Colorado River Basin. <br /> <br />Construction on the Project was started in 1964, and <br />was originally scheduled to be completed in 1975. It is <br />described in detail in Brochure No. 5,whichisavailable <br />at no cost from the Southeastern Colorado Water Con- <br />servancy District, 905 Highway 50 West, Pueblo, Colo- <br />rado, 81008. <br /> <br />In Fiscal Year 1972, the President and Congress <br />authorized $21,267,000 for continued construction of <br />the Fryingpan.Arkansas Project, of which $1,020,000 <br />was carried over from the previous Fiscal Year. These <br />funds permitted the Bureau of Reclamation to com- <br />plete preconstruct ion engineering for the second and <br />final stage of Pueblo Dam, and to start preconstruc- <br />tion engineering work on the Cunningham Tunnel. <br />As of December 31, 1971, the Bureau Officials ex- <br /> <br />.
