at Pueblo Dam~ and the starting of the contract on
Cunningham Tunnel, an integral part of the Northside
Collection System. The Congress also, in the same
Act, authorized sufficient funds for Corps of Engineer
Projects in Colorado, keeping within the spending ca.
pability of the Corps. The President of the United
States signed the Appropriation Act in October, 1971,
and the appropriate Agencies were then authorized by
the Office of Management and Budget to proceed with
preconstruction engineering.

Failure to obtain the increased appropriations
would have meant that these Agencies of Government
would not have been able to award the new contracts
specified, and would only have had sufficient funds to
continue construction on Projects then underway.
FRYINGPAN . ARKANSAS PROJECT

The Southeast Colorado Water Conservancy Dis-
trict is the legal agency for the $258 million Frying-
pan-Arkansas Project, authorized by the Congress of
the United States on August 6, 1962, and signed into
law on August 16, 1962 by the late President John
F. Kennedy. A Contract between the United States
and the Con5ervancy District was entered into Jan.
uary 21, 1965, under No. 14.06.700.4715. This
multi-purpose Project will provide an average of
69,200 acre. feet of supplemental water to the Arkan-
sas River Basin each year, from decrees on the Colo-
rado River owned by the Conservancy District.
Water will be collected under a very rigid set of Op-
erating Principles from tributaries to the Fryingpan
and Roaring Fork Rivers in the Colorado River Basin,
and then diverted through the Charles H. Boustead
Tunnel, 5.3 miles long, 10.5 feet in diameter, at an
elevation of 10,000 feet, and then be stored for proper
regulation and use in three major reservoirs in the
Arkansas River Basin in Colorado. Ruedi Reservoir
was constructed as a part of the Fryingpan-Arkansas
Project to provide replacement waters for users in
the Colorado River Basin.

Construction on the Project was started in 1964, and
was originally scheduled to be completed in 1975. It is
described in detail in Brochure No. 5,whichisavailable
at no cost from the Southeastern Colorado Water Con-
servancy District, 905 Highway 50 West, Pueblo, Colo-
rado, 81008.

In Fiscal Year 1972, the President and Congress
authorized $21,267,000 for continued construction of
the Fryingpan.Arkansas Project, of which $1,020,000
was carried over from the previous Fiscal Year. These
funds permitted the Bureau of Reclamation to com-
plete preconstruct ion engineering for the second and
final stage of Pueblo Dam, and to start preconstruc-
tion engineering work on the Cunningham Tunnel.
