<br />OU24H <br /> <br />STUDY OBJECTIVES <br /> <br />The objective of the Corps' studies waS to investigate the transfer <br /> <br /> <br />of water from Lake Francis Case at Fort Randall Dam in southeastern <br /> <br /> <br />South Dakota to Bonny Reservoir in northeastern Colorado (the Fort <br /> <br /> <br />Randall-Bonny Reservoir diversion route). A regional map is shown as <br /> <br />figure 1. <br /> <br />STUDY ORGANIZATION <br />I <br /> <br />This report was prepared by the Omaha District Corps under the <br /> <br /> <br />supervision of the Southwestern Division (SWD). The Missouri River <br /> <br />Division (MRD) furnished guidance, review, and analysis of the impacts <br /> <br />to the Missouri River that would result from the proposed diversion. <br /> <br />REVIEW OF PREVIOUS REPORTS <br /> <br />Three water transfer studies have previously been conducted in the <br /> <br /> <br />Omaha District area. These are "A New Water Plan for the Great Plains," <br /> <br /> <br />prepared by R. W. Beck and Associates in 1967 (the Beck Plan); the <br /> <br /> <br />"Report on the Framework Study of the State Water Plan" (Nebraska Frame- <br /> <br /> <br />work Study), by the Nebraska Natural Resources Commission (Nebraska NRC) <br /> <br /> <br />in 1970; and the "Review Report for Metropolitan Omaha, Nebraska--Council <br /> <br /> <br />Bluffs, Iowa," prepared by the Omaha District in 1975. <br /> <br />The Beck Plan envisioned diversion of water from the Missouri <br /> <br />River below Fort Randall Dam in amounts ranging from 9 to 15 million <br /> <br /> <br />acre-feet annually (MAFA). Through a series of dams and pumping <br /> <br />plants, water would be diverted up the Niobrara River in northern <br /> <br /> <br />Nebraska to the headworks of a large canal in northwestern Nebraska. <br /> <br /> <br />From the headworks, water would flow by gravity southward across <br /> <br /> <br />eastern Colorado, the Oklahoma Panhandle, and the western portion of <br /> <br /> <br />Texas before terminating at the Pecos River.
