,
i 000544

SECTION 5: Potential Additions to National Rivers System

i
5'.1 What is,the distinction between the "entire river" and the "entire
main stem" as used in section 5(a)?

The tenns "entire river" or "entire main stem" were intended to pre-
scribe the extent to which a study would consider trib~taries. Thus,
an "entire main stem" study excluded tributaries; whereas, an "entire
river" included tributaries. In all cases, however, the foremost
limitation is the State identified in the specific' language.
(December 9, 1969)

5.2 Must all
existin

activities which could chan~e
tenninated?

No. Identification of a river area under the provisions of section
5(d) does not prohibit planning or construction programs or programs
to change existing uses in the river area....Section 5(d) of the Act
does require that an environmental evaluation be made on all projects
(to change existing uses of the river or adjacent river area. This
evaluation is in addition to an environmental statement that may be
required under the National Environmental Policy Act. The river area
is defined as including the total environment which significantly
influences the scenic quality of the river. (November 12, 1970)

~ I
:1
,
"
'"
Ij

5.3 What types of projects or activities alon~ 5(d) rivers require an
envir0nmental evaluation?

[1

~

Environmental evaluations must be provided at least for the following:
road, bridge or trail construction, timber sales, range improvement
projects, rights-of-way, mineral leases, land exchange, public land
sales, and recreation development. (November'12, 1970)

5.4 Must rivers identified under the provisions of 5(d) meet the criteria
for inclusion in the national system?

Not necessarily. Identification under the proviSions of 5(d) is not a
determination that a river meets the criteria for inclusion in the--
national system. Rather such identification means that the river
appears to have the qualities which mi~ht make it worthy of keeping in
a free-flowing condition.
