<br />, <br /> <br />B. Fishing Easements. <br /> <br />The Uncompahgre River in its present state has only a limited <br />fishery value, if in fact it has any such value at all. Project <br />plans call for releases from project storage to make possible a <br />cold water fishery for c.everal miles below Ridgway Dam. Existing <br />fishery resources are considerably better on Dallas Creek and <br />minimum stream flows will be maintained in both the East and West <br />Forks of that creek for fishery purposes. Fishing easements are <br />desirable to enhance the fishing opportunities which will exist <br />after the project is completed. However, the board staff believes <br />that these easements should be secured on a negotiated basis only. <br /> <br />The staff therefore recommends that the Bureau of Reclamation <br />be requested to revise the draft environmental impact statement <br />and the definite plan report to indicate that fishing easements <br />will be secured at project expense on a willing negotiation basis <br />only with the landowners involved. <br /> <br />C. Other Fish, Wildlife and Recreation Measures. <br /> <br />There are a number of other recommendations relating to fish, <br />wildlife and recreation which are being incorporated into the <br />project plan, and which appear to be appropriate. These include <br />measures to control the movement of wildlife across U.S. Highway <br />550. At the present time, such crossings are uncontrolled and <br />pose a considerable hazard to deer and motorists alike. The <br />relocation of Highway 550 will increase the hazard.
