Manifestly, such calou- <br /> <br /> <br />lated quantities include the 1943 departures from average amounts of <br /> <br /> <br />river, return, stored and imported waters, as well as the effects of <br /> <br /> <br />Caddoa Reservoir, which effects cannot be separately evaluated by the <br /> <br /> <br />proc edure of the Hinderlider Plan. <br /> <br /> <br />(4) :ihe Knapp Plan oonsiders the diversions of river wa.ter, ex- <br /> <br /> <br />clusi~~ of imported and stored supplies. on a daily second-foot basis, <br /> <br /> <br />which is a proper approach to the problem of determining the additional <br /> <br /> <br />upstream diversions attributable to Caddoa Reservoir, or the increased <br /> <br /> <br />quanti ti es consumpti va ly us ed upstream e.nd thus withheld from Caddoe. <br /> <br /> <br />Reservoir. Hov.ever, the Knapp Plan fails to determine the total sup- <br /> <br /> <br />ply of river ..e.ter diverted or divertible on anyone day, and the <br />
