(2) During the same period the upstream Colorado ditches made ad-

ditional diversions and increased uses of river water, attributable to

Caddo a Reservoir and its antioipated 1943 surplus supply, in oonneotion

with whioh the two State Engineers are in dispute, as to methods of ao-

oounting and caloulation.

(3) The Hinderlider Plan, which oompares the aggregate total di-

versions, inoluding stored and imported ,vaters, of a selected group of

ditohes above Caddoa in 1943, with their historio average diversions

in aore-feet by months, and whioh wrongly assumes that all departures

thus caloulated are attribut"ble solely to Caddoa Reservoir, is not

applicable to the problem under consideration. Manifestly, such calou-

lated quantities include the 1943 departures from average amounts of

river, return, stored and imported waters, as well as the effects of

Caddoa Reservoir, which effects cannot be separately evaluated by the

proc edure of the Hinderlider Plan.

(4) :ihe Knapp Plan oonsiders the diversions of river wa.ter, ex-

clusi~~ of imported and stored supplies. on a daily second-foot basis,

which is a proper approach to the problem of determining the additional

upstream diversions attributable to Caddoa Reservoir, or the increased

quanti ti es consumpti va ly us ed upstream e.nd thus withheld from Caddoe.
