This asswnption, admittedly inacourate, is <br /> <br /> <br />said to have been made for convenience, to avoid complications incident <br /> <br /> <br />to the substantial and widely differine; times of travel. However, be- <br /> <br /> <br />cause of the one-way prooedure of the Knapp calculations. the simplifi- <br /> <br /> <br />cation in accountinG is attained at the expense of Colorado, for the <br /> <br /> <br />reason that. while charges are entered on the day~ and in the amounts as <br /> <br /> <br />calculated. no credits are entered on other days. That is to say. the <br /> <br /> <br />Knapp Plan charges Colorado with all calculated lUlder-deliveries to <br /> <br /> <br />Caddoa Reservoir, but ignores allover-deliveries calculated on other <br /> <br /> <br />days by the same formula. For eXlll1lple, on l1a.y 13. when the priorities <br /> <br /> <br />below Caddoa to be satisfied are said to total 41) second-feet (and which. <br /> <br /> <br />with the assumed 32 second-feet of mt river gain to LSlTlIll'. could have <br /> <br /> <br />been supplied by a flow of 381 second-feet at Las Animas), the actual <br /> <br /> <br />flow at Las Animas was 605 second-feet.
