<br />w <br />~ <br />00 <br />N <br /> <br />The FWS (~ish and Wildlife Service) activities are important <br />to the implementation and progress of the CRWQIP. Five FWS <br />offices a~e located in the Colorado River Basin. FWS provides <br />guidance ~or replacing habitat potentially lost primarily <br />through ~anal and lateral lining and onfarm programs. <br /> <br />The USGS :(Geological Survey) Water Resources Division <br />operates and maintains a network of 22 streamflow and water <br />quality stations in the Colorado River drainage basin that <br />are used in salinity program analysis. In addition to main- <br />taining this hydrologic data network, the USGS has con- <br />ducted, ahd continues to conduct, studies which have as <br />objectives the analysis of temporal variations in salinity <br />and definition of man's influence on salinity. <br /> <br />The BLM (~ureau of Land Management) has identified salinity <br />source ar~as on public lands. Effective management for sali- <br />nity cont~ol, including structures, is recommended and imple- <br />mented where appropriate. <br /> <br />USDA invo~vement is provided primarily by the ASCS <br />(Agriculthral Conservation and Stabilization Service) and <br />the SCS (~oil Conservation Service). Working through the <br />USDA Salinity Control Coordinating Committee and a <br />designate~ USDA salinity control liaison officer, ASCS and <br />SCS provi~e major program management leadership and overall <br />program c~ordination with Reclamation. However, USDA agen- <br />cies and title II onfarm salinity control programs are <br />funded and implemented separately from Reclamation programs. <br /> <br />USDA impl~mentation efforts are administered under existing <br />program ahthorities. Financial assistance and landowner <br />cost-shar~ funding are being provided through specific <br />appropriation language for the ACP (Agricultural <br />Conservation Program) within the ASCS. SCS funding for <br />technical assistance and monitoring are not specifically <br />appropriated, therefore, the agency must rely upon the <br />existing tTA (Conservation Technical Assistance) support to <br />implement:onfarm salinity control measures. <br /> <br />The ARS (~gricultural Research Service), the Cooperative State <br />Research $ervice, and the Extension Service also playa vital <br />role in t~esalinity control program. The ARS conducts <br />research ~n irrigation water and soil management and on <br />water delivery system design and operational practices.
