This document provides you with my decision, the factors that were considered, and measures
required to mitigate and monitor the project's effects.

This decision was based on the site-specific environmental analysis of activities and facilities proposed in
the Final Environmental Impact Statement (Final EIS) for this project. The Final EIS provides detailed
information about the purpose, issues, alternatives and consequences related to this proposal. I consid-
ered this information carefully before making this decision. Since scoping began for the Draft EIS in 1995,
the Forest Service has been working with individuals, groups and governmental agencies to understand
their issues, concerns and opportunities. To the best of my ability, I responded to these concerns in this
decision.

The forty-five day administrative review period starts on May 6, 1997, the date the ROD Public Notice is
published in the Glenwood Post. During this review period any individual, group, or agency that has
expressed an interest in the project may appeal this decision. The last page of this ROD provides more
information concerning the appeal process. " no appeals are filed by June 20, 1997, implementation of
this project may begin five (5) business days from the close of the appeal period.

, would like to thank all of you who participated in the meetings or sent us written comments during the
preparation of this EIS. All of these comments were reviewed and many were incorporated in the Final EIS
and ROD. Finally, we welcome your continued input as this master plan is implemented to assist our staff
in enabling the Aspen Highlands Ski Area to provide a quality recreational experience which maintains the
integrity of forest resources and community values.

Sincerely,

0V~.

BEN L.
