<br />OD2122 <br /> <br />Record of Decision <br /> <br />width, hand constructed) as the existing catwalk that currently provides egress from the Temerity area. <br />In addition, the route on the divide between Maroon and Highland bowls will require some light <br />construction in order to by-pass a rock face. This will be limited to hand construction and will not be <br />allowed to alter the existing skyline in the vicinity of the rock face. <br /> <br />Timber removal for the development of the lift corridor will occur with helicopter operations or an <br />alternative method that provides for full-suspension of logs. Minimal ground disturbing activities must <br />prevail on the steep slopes in order to prevent any excessive erosion from occurring. The removal or <br />treatment of timber slash can occur applying any number of techniques. Burning of slash is the last option <br />option to consider and will be approved only by exception. Obtaining a bum penn it will be the <br />responsibility of the Aspen Skiing Company through the established procedures with the Colorado <br />Department of Public Health and Environment, Air Quality Division. <br /> <br />PATROL HEADQUARTERS AND OTHER FACILITIES <br />The Aspen Skiing Company is authorized to construct the new Patrol Headquarters building to the south <br />of the upper terminal of the Loge Peak Lift as identified in Figure 1. In addition to meeting the needs <br />of the ski patrol, there may be a portion of the building dedicated to an interpretive facility and a small <br />eating/picnic facility. Should the interpretive, eating/picnic facility site not lend itself to all these uses, <br />I am authorizing an additional building and site to accommodate the eating/picnic facility separate from <br />the Patrol Headquarters (see Figure I). The existing Patrol Headquarters building may be removed from <br />the site with appropriate rehabilitation efforts or the building may remain and continue to be used as a <br />picnic facility. The Aspen Skiing Company is also authorized to move the existing powder mixing and <br />storage magazine facility to the south of the upper terminal of the Loge Peak Lift, just west of the Loge <br />Peak/Highlands ridge (see Figure I). <br /> <br />DISCUSSION <br />The New Patrol Headquarters site will provide a better location to respond to an incident more readily, <br />but will also have more resources available. Currently, there is an interpretive program offered to the <br />public through the joint efforts of the Forest Service, Colorado Division of Wildlife, Aspen Skiing <br />Company, and the Aspen Center for Environmental Studies. The dedication of some portion of the new <br />Patrol Headquarters building for interpretation would enhance this program and offer an opportunity to <br />the visiting public to learn more about the environment. In an effort to accomplish both of the previously <br />mentioned objectives it may be necessary for two buildings to be constructed. The ideal location for the <br />interpretive facility would be in an open area that would take advantage of the spectacular scenery. <br />However, to locate the Patrol Headquarters in this same location it becomes impractical to respond to an <br />incident in a timely manner. This site location would require the ski patrol to climb uphill before skiing <br />down to the incident. TIlerefore, I am authorizing the construction of up to two smaller separate buildings <br />on two sites. The eating/picnic facility with public restrooms will complete the recreation interpretive <br />aspect that I wish to offer the public. Moving the powder magazine facility will allow the ski patrol to <br />operate more efficiently and safely. <br /> <br />COIIDITIONS <br />The Patrol Headquarters building will be one story above the existing ground level, with the possibility <br />of one side of the building day-lighting a basement level area. The building would be located in an area <br />(see Figure I) to take advantage of the screening of natural vegetation, and to provide the ski patrol easy <br />access to respond to an incident. Should the design of the interpretive facility, eating/picnic facility, and <br />restrooms not lend itself to the site location of the Patrol Headquarters, a separate building and site is <br />permitted (Figure I). The footprint of the two buildings combined would not exceed 3,000 sq. ft., <br />excluding the deck areas. The eating/picnic facility is approved for a limited size. Cold and hot drinks, <br />pre-packaged sandwiches and snacks may be offered.
