SECWCD <br /> <br />~ <br />~ <br />~ <br />Q Key Highlights 1997 <br /> <br />Water Allocation - Through the District's Allocation Process 75,648 acre-feet of Fryingpan-Arkansas Project <br />Water was allocated to municipal and agricultural \vater users for use within the Southeastern District. <br />,\1unicipal water users '...ere allocated 15.729 acre-ieel. and irrigation entities were allocated 59,919 acre-feet. A <br />new policy of the District gave irrigation water users extra time to finalize requests for Project \Vater. Ailer their <br />initial request, ditch companies had until July 15th to make a final determination of how much Project \Vater was <br />actually needed. Total Fry-Ark Project Water imports for 1997 totaled 78,587 acre-ieet. There was no storage of <br />water under the Project's east-slope decrees. All Project Water sold for $9.20 per acre-fool, but the rate was <br />subject to change as Ihe Bureau began a new Ability-to-Pay Study. <br /> <br />Winter Water Storage - The 1997-98 Winter Water Storage Program (W\VSP) started November 15, 1997 and <br />concluded March 15, 1998. The Board of Trustees of the \\f\.VSP mel October 28, 1997 in la Junta to discuss the <br />prospects for the '97-'98 Program. Wilh the storage restrictions at Pueblo Reservoir, the direct-flow en Ii ties <br />decided not 10 store Winter Waler. The remaining Program participants stored waler 10 the capacity of their off- <br />channel reservoirs or John Martin Reservoir accounts. In tOlal the system stored 124,607 acre-feel of Winter <br />Water. Recognizing that the storage restrictions at Pueblo Reservoir may be in place for the nexl few years, <br />District staff approached the members of the Fountain Valley AUlhorily (FVA) about reducing Ihe amount of <br />water held in carryover storage. FVA members, including Colorado Springs Utilities, agreed 10 develop a plan to <br />reduce their carryover storage by 20,000 acre-feet in order to make space for future Winler \-Vater storage. An <br />agreement is not ~'et final, but should be signed by early 1998. <br /> <br />USBR Safety of Dams Investigations - Storage Restrictions - July 7, 1997 Jack Garner, Area Manager Bureau of <br />Reclamation, signed a "decision memorandum" which imposed an operating restriction on Pueblo Reservoir and <br />initiated a Correclive Action Study. This decision document was preceded by months of analysis under the <br />Bureau's Safety of Dams Program. During that analysis the Bureau determined that shale seams under several of <br />the dam's buttresses had a potential for slippage Ihat Pueblo Dam was outside current safety standards. With <br />those findings in place, the Bureau imposed a storage limitation which meant the loss of 55,000 acre-feet of <br />conservation pool storage space. Flood control operations .11 the Reservoir where modified to allow for <br />additional conservation pool storage. This modification meant the net reduction in conservation pool storage <br />space was 20,000 acre-feet (an additional restriction was imposed January '98 resulting in a total of 38,000 acre- <br />feet of lost storage space - from 228,828 af to 190,388 at). <br /> <br />The Bureau worked Ihroughout the remainder of 1997 to design a fix for the dam's buttresses. Initial cost <br />estimates of the proposed fi_x total $38 million. <br /> <br />Budgel - The District ended its 39th year of operation with a $5,893,859 annual operaling budget. Of that total. <br />over 55.2 million \-vent to the Bureau of Reclamation for the repayment of the Fry-Ark Project <br />construction costs and annual operation and mainlenance costs. Revenues from property tax collections. <br />specifiC O\vnership tax collections, the sale of Project \Vater, water storage, and interest income from District <br />reserve funds make up the sources of revenue to meet these Bureau pa'/ments and the District's expenses. <br /> <br />Board Appointments - The State Districl <br />(e\piring April 2001) on the District Board: <br /> <br />Glenn Everelt - Chaffee County <br />Ed Bailey - El Paso Count v <br />Orville Tomky - Crowley Counly <br /> <br />Cour! appointed the following members to serve a 4+~'ear term <br /> <br />lee Simpson - Pueblo County <br />Frank ,\I1ilenski - Otero County <br /> <br />1997 Water Conservation Plan - DIstrict slaif worked on the 1997 \Vater Conservation Plan. The Plan lists a set oj water <br />conservation objeClives thai the District will work on mer the ne'\t fi\e-vear period. The objectives include: <br />\Vater and Storage Needs Assessment Project.
