The amount of Woller available for allocation each year is delerrnined hy the U.S. Bure.lu
of Rl'darn, llion hased on estimates of spring runoff available for diversion in the project collection system. An estimate of .1I10cable Fry.Alk
diversions is provided to the District by May 151 of each year, and allocations are finalized by thp. Board at their May meeting.

Municipal and agricultural water USt'rs within the boundaries of the Southeastern Colorado Water Conservancy District are eligible to receive.1Il
allocation of W<lter from the Fry.Ark Project. Fry-Ark Project Water provides a supplemental source of water for irrigation and domestic use. The
District's Allocation Principles allow for domestic use of the Project Water to take priority over irrigation usage, with 51 % of the availabll' Project
Waler reserved for that purpme, and 491>/0 for irrigation purposes. Since the Project started delivering water, the demand for Project Woller by
municipal watf~r USf'rs has not required the fu1151% allocation, so agricultural wafer users have been allocated mort' than the 49% share. Water
for farmers residing in the District is allocated on a per acre basis afler the municipal water requests are met.

Tflf' 191)7 Project Water rate was $9.20 per acre-fool, and was charged to agricultural and municipal water users alike. The U.s. Bureau of
Redclfllillion, in consultation with the District, sets the rate for Fry-Ark Project Water. The rate (or Project Water is reviewed hy the Bureau l'wry
four years, and is subject to ch.lnge based on a formal Repayment Analysis and Ability to Pay Study as conducted hy the Bureau. Alllht' rl'wnul'
generated (rom the sale of Project Water goes to the Bureau to pay for the ongoing operation and mainten.Hlce of the Project facilities.

Over the last decade the Disfrict h.1S allocated an average of 68,681 acre-feet o( Project Water each ye.u. In 1997 the District clllocall'd 75,648
Jut:....feet of w,lter. The District has a formal application process for those interested in purchasing Project Water.
