<br />The Dallas Creek Project is located 1n west-central
<br />Colorado in the Uncoopahgre River Basin of the
<br />Upper Colorado River Basin.
<br />
<br />PURPOSE
<br />
<br />Unused flows of the Uncompahgre River will be devel-
<br />oped for municipal and industrial use and for irriga-
<br />tion. Benefits will also be provided to recreation,
<br />fisheries, and flood control.
<br />

<br />The Dallas Creek Project was authorized by the
<br />Colorado River Basin Act of September 30, 1968,
<br />(Public Law 90-537) as a participating project
<br />under the Colorado River Storage Project Act of
<br />April 11, 1956 (Public Law 84-485). The Draft
<br />Environmental Impact Statement was filed with the
<br />Council on Environmental Quality (CEQ) March 8,
<br />1976, and a public hearing was held April 17, 1976.
<br />The Final Environmental Impact Statement was filed
<br />with CEQ September 28, 1976. The Definite Plan
<br />Report was approved December 28, 1976.

<br />The FY80 appropriations include $4,145,000 to con-
<br />tinue construction.

<br />The repayment ~ontract between Tri-County Water
<br />Conservancy Dibtrict and the Unitco States was
<br />approved by the voters in Ouray, Hontrose, and
<br />Delta Counties in an election held December 21,
<br />1976, and was validated March 1, 1977. A reloca-
<br />tion agreement with the Colorado State Department
<br />of Highways for the re19cation of U.S. Highway 550
<br />around the Ridgway Reservoir Basin was signed on
<br />September 29,.1977. The Highway Department awarded
<br />a contract to Burnett Construction Company, Durango,
<br />Colorado, June 15, 1978, for construction of the
<br />highway. Construction of U.S Highway 550 relo-
<br />cation is .complete. .

<br />All right-of-way necessary for construction of the
<br />dam has been acquired. All right-of-way for con-
<br />struction of the U.S Highway 550 relocation has
<br />been acquired. Approximately 96 percent of private
<br />land needed for the project has been acquired.

<br />A contract was executed May 19, 1978, with Mountain
<br />Bell for relocation of the telephone lines., and on
<br />May 21t 1979, with San Miguel Power Association,
<br />Inc., for relocation of power lines out pf the
<br />reservoir basin. Preliminary proposals of recreation
<br />facilities for Ridgway Reservoir have been com-
<br />pleted by private contract. Construction of the
<br />Ridgway Field Station is complete. The contract
<br />for construction of Ridgway Dam, Stage I, was
<br />awarded on Decembe~ 6, 1979, to Green Construction
<br />Company of Des Moines, Iowa.

<br />PLAN
<br />
<br />The Dallas Creek Project will develop water of the
<br />Uncompahgre River and tributaries for municipal
<br />and industrial use and for irrigation. It will
<br />also provide benefits to recreation, fish, and
<br />flood control.
<br />
<br />The only storage facility involved will be Ridgway
<br />Reservoir on the Uncompahgre River. In addition
<br />to regulating the flow of the river, this reservoir
<br />will also store surplus flows of Dallas Creek. It
<br />will provide storage for municipal and industrial
<br />uses both above and below the reservoir and for
<br />increased irrigation supplies above the reservoir
<br />by exchange. It will also provide for flood
<br />control, recreation, and fishery enhancement.

<br />The largest portion of the irrigation supply will
<br />be to augment existing supplies for the Uncompahgre
<br />Project. A large share of the municipal water
<br />will be available to the communities of Colona,
<br />Montrose, Olathe, and Delta. Tri-County Water
<br />Conservancy District or the water users will be
<br />responsible for any facilities necessary for diver-
<br />sion, treatment, and distribution of project water.

<br />A large minimum pool will be provided at Ridgway
<br />Reservoir and recreation facilities will be con-
<br />structed to handle the anticipated large recreation
<br />usage. To provide access for fishermen, land will
<br />be acquired along stretches of the Uncompahgre River
<br />below Ridgway Dam. Land will also be acquired and
<br />developed for wildlife habitat to mitigate project-
<br />caused losses to wildlife. Fencing for wildlife
<br />protection has been erected along both sides of re-
<br />located U.S. Highway 550, except in the vicinity of
<br />the recreation area.
