The
Draft Environmental Statement was filed with
CEQ November I, 1976, and a public hearing was
held December 4. 1976. The Final Environmental
Statement was filed with CEQ ~ay 9, 1977. The
Definite Plan Report was approved July 5~ 1977.
The FY 79 appropriations include $14,110,000
and the President's proposed budget for FY 80
includes $17,057,000 to continue construction.

.

The repayment cmltract between the Dolores
Water Conservancy Distrjct and the linited
States was approved by the voters in Nontezuma
and D(llores Counties in an election h,e1d Feb-
ruary 8, 1977, and w~s validated September 23.
1977. Groundbreaking ceremonies were held
SepteDber 24, 1977 at the Great Cut Dike Site.
Data have been collected for the design of
MCPhee Dam and Great Cut Dike~

Acquisition of right-of-way is about 60 per-
cent complet.e. The cultural resource mitiga-
tion program contrac twas a:t"arded in June
1978. The construction of }kPhee Access Road,
Part I, is complete. The contract for con-
struction of the field station was awarded on
Februaty 15, 1979, and for the Dolores Dis-
trict Headquarters on July 25, 1979. The
field station is c.omplete and and the Head-
quarters 90 percent complete. Invitations
to bid on construction of McPhee Dam and
Great Cut Dike were issued January 10, 1980.

.!'!:@.

The Dolores River will be regulated by McPhee
Reserv~ir, formed at the northeastern edge of
the project area. Monument Creek Reservoir,
located in an i~termittent stream channel in
the Dove Creek area uil1 store municipal and
industrial water for the town of Dove Creek and
West Dolores County. Dawson Draw Reservoir
will be constructed 11 miles northwest of
Cortez specifically as a wildlife management
area.

As a major project conveyance, the Dove Creek
Canal will receive water from HcPhee Reservoir
throUVl the Great Cut Pumping Plant and will

.

extend about 40 miles northwest to Monument
Creek Reservoir. Other irrigation facilities
will include the South Canal. a branch of the
Dove Creek Canal; the new Dblores Tunnel.
extending from McPhee Reservoir to the exist-
ing irrigation system of the Montezuma Valley
Irrigation Company; and the Towaoe Canal, ex-
tending from the new fulores Tunnel through
M:>ntezuma Valley to the Towaoc area.

The project will provide a supplemental irriga-
tion supply for the Montezuma Valley area, and
the historic annual late summer and fall irri-
gation shortages of about 13 percent will be
almost entirely eliminated. and crop yields
will be substantially increased. The project
will provide full irrigation supplies for the
Dove Creek and TOW80C areas, and livestock and
livestock feeds will probably be adopted as the
principal sources of income.

Sprinkler irrigation will be used on all full
service project lands. The lateral systems
will provide sprinkler pressure at each farm
turnout. Pumping plants will provide this
pressure where the ground slop~' is insufficient
to pressurize the pipeline. Project drainage
will also be furnished, where required, on full
service project land.

The Dolores Project will provide adequate water
supplies for the benefit of the communities
that do not have enough water to meet the peak
demands of summer and the needs of increased
population growth. Monument Creek and McPhee
Reservoirs will annually supply 600 acre-feet
for the community of Dove Creek. 6,200 acre-
feet for Cortez. 1,000 acre-feet for ~owaoc.
and 900 acre-feet for the Dolores Water Con-
servancy District.

,
MONUMENT
'11.
