<br />The Ilolorvs Project is located in Montezuma and
<br />DolO1:Cl'; Counties of southwe~tcrn Colorado.
<br />
<br />PURPOSE
<br />
<br />The Dolores Project will develop water of the
<br />Dolores River for irrigation and municipal and
<br />industrial use. It will also provide bencHes
<br />for fish and wildlife, recreation, and flood.

<br />STATUS
<br />
<br />The Dolores Project was authorized by the Colo-
<br />rado River Basin Act of- September 30, 1968
<br />(Public Law 90-537) as.8 participating project
<br />under the Colorado River Storage Project Act
<br />of April 11, 1956 (Public Law 84-485). The
<br />Draft Environmental Statement was filed with
<br />CEQ November I, 1976, and a public hearing was
<br />held December 4. 1976. The Final Environmental
<br />Statement was filed with CEQ ~ay 9, 1977. The
<br />Definite Plan Report was approved July 5~ 1977.
<br />The FY 79 appropriations include $14,110,000
<br />and the President's proposed budget for FY 80
<br />includes $17,057,000 to continue construction.

<br />The repayment cmltract between the Dolores
<br />Water Conservancy Distrjct and the linited
<br />States was approved by the voters in Nontezuma
<br />and D(llores Counties in an election h,e1d Feb-
<br />ruary 8, 1977, and w~s validated September 23.
<br />1977. Groundbreaking ceremonies were held
<br />SepteDber 24, 1977 at the Great Cut Dike Site.
<br />Data have been collected for the design of
<br />MCPhee Dam and Great Cut Dike~
<br />
<br />Acquisition of right-of-way is about 60 per-
<br />cent complet.e. The cultural resource mitiga-
<br />tion program contrac twas a:t"arded in June
<br />1978. The construction of }kPhee Access Road,
<br />Part I, is complete. The contract for con-
<br />struction of the field station was awarded on
<br />Februaty 15, 1979, and for the Dolores Dis-
<br />trict Headquarters on July 25, 1979. The
<br />field station is c.omplete and and the Head-
<br />quarters 90 percent complete. Invitations
<br />to bid on construction of McPhee Dam and
<br />Great Cut Dike were issued January 10, 1980.

<br />The Dolores River will be regulated by McPhee
<br />Reserv~ir, formed at the northeastern edge of
<br />the project area. Monument Creek Reservoir,
<br />located in an i~termittent stream channel in
<br />the Dove Creek area uil1 store municipal and
<br />industrial water for the town of Dove Creek and
<br />West Dolores County. Dawson Draw Reservoir
<br />will be constructed 11 miles northwest of
<br />Cortez specifically as a wildlife management
<br />area.

<br />As a major project conveyance, the Dove Creek
<br />Canal will receive water from HcPhee Reservoir
<br />throUVl the Great Cut Pumping Plant and will
<br />
<br />.

<br />extend about 40 miles northwest to Monument
<br />Creek Reservoir. Other irrigation facilities
<br />will include the South Canal. a branch of the
<br />Dove Creek Canal; the new Dblores Tunnel.
<br />extending from McPhee Reservoir to the exist-
<br />ing irrigation system of the Montezuma Valley
<br />Irrigation Company; and the Towaoe Canal, ex-
<br />tending from the new fulores Tunnel through
<br />M:>ntezuma Valley to the Towaoc area.

<br />The project will provide a supplemental irriga-
<br />tion supply for the Montezuma Valley area, and
<br />the historic annual late summer and fall irri-
<br />gation shortages of about 13 percent will be
<br />almost entirely eliminated. and crop yields
<br />will be substantially increased. The project
<br />will provide full irrigation supplies for the
<br />Dove Creek and TOW80C areas, and livestock and
<br />livestock feeds will probably be adopted as the
<br />principal sources of income.

<br />Sprinkler irrigation will be used on all full
<br />service project lands. The lateral systems
<br />will provide sprinkler pressure at each farm
<br />turnout. Pumping plants will provide this
<br />pressure where the ground slop~' is insufficient
<br />to pressurize the pipeline. Project drainage
<br />will also be furnished, where required, on full
<br />service project land.
<br />
<br />The Dolores Project will provide adequate water
<br />supplies for the benefit of the communities
<br />that do not have enough water to meet the peak
<br />demands of summer and the needs of increased
<br />population growth. Monument Creek and McPhee
<br />Reservoirs will annually supply 600 acre-feet
<br />for the community of Dove Creek. 6,200 acre-
<br />feet for Cortez. 1,000 acre-feet for ~owaoc.
<br />and 900 acre-feet for the Dolores Water Con-
<br />servancy District.
