Figure 1 illustrates that, although there <br />was some relief from the severity of the drought, in comparison of the 113 years of stream flow <br />record on the Arkansas River at Canon City, Colorado the 2003 stream flow total of just over <br />323,000 acre-feet still falls well below average. <br /> <br />In accordance with the 1980 Operating Plan, the 2003 compact year began at 00:00 hours on <br />November 1, 2002 with a period of "winter storage" in which all inflow into John Martin <br />Reservoir accrued to conservation storage. <br /> <br />During the period of winter storage from November I" to April 13th, 13,364 acre-feet was stored <br />and subsequently distributed in accordance with Section IT A and IT D of the 1980 Operating Plan. <br />Distribution began on April 7, 2003 at 08:00 in accordance with Section IT A in the absence of a <br />prior call for water from a Colorado ditch and continued at the prescribed rates until exhausted on <br />April 13 , 2003. <br />
