The Colorado <br />River Board's budget for Fiscal Year 1998-99 is $1,076,000 verses last years budget of$1 ,077, 000. <br />The state's General Fund will allocate $209,000, the California Environmental License Plate Fund <br />will provide $16,000, and the Six Agency Committee will provide the remaining $851,000. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Reoort <br /> <br />During April 1998, storage in the major Upper Basin reservoirs increased by 488,000 <br />acre-feet and storage in the Lower Basin reservoirs decreased by 122,000 acre-feel. Total System <br />active storage at the end of April was 53.344 million acre-feet (mat) or 89 percent of capacity, which <br />is 4.001 maf more than one year ago. <br /> <br />May releases from Hoover, Davis, and Parker Dams averaged 18,480, 17,700 and <br />13,640 cubic feet per second (cfs), respectively. Planned releases from those three dams for the <br />month of June are 18,070, 18,170 and 14,770 cfs, respectively. The June releases represent those <br />needed to meet downstream water requirements. <br /> <br />The June 5'" preliminary forecast for April through July 1998 unregulated inflow into Lake <br />Powell is 7.7 maf, which is 100 percent of the 30-year average for the period 1961-1990. The <br />unregulated inflow into Lake Powell for the 1997-98 water year is predicted to be 12.574 maf, or 107 <br />percent of the 30-year average. <br /> <br />The Lower Division states' estimated consumptive use of Colorado River water for calendar <br />year 1998, as estimated by Board staff, totals 8.161 maf and is projected as follows: Arizona, <br />2.881 maf; California, 5.020 maf; and, Nevada, 0.260 maf. Estimated additional unmeasured return <br />flow credits of 0.244 mafwould reduce the total amount to 7.917 maf. For calendar year 1998, the <br />Central Arizona Project (CAP) is estimated to divert 1.389 mafand The Metropolitan Water District <br />of Southern California (MWD) to divert 1.119 maf. <br /> <br />The preliminary June I" forecast of 1998 end-of-year California agricultural consumptive <br />use of Colorado River water under the first three priorities of the 1931 California Seven Party <br />Agreement is 3.842 maf. lbis estimate is based on the collective use through May 1998 by the Palo <br />
