Since August 1962 the Arkansas river had been at <br />an all time low. Planting in 1965 was delayed by the lack oC winter <br />moisture so when the June dOMl pour and Oood re....ersed this condition <br />there was some reason for rejoicing even though flooding did enormous <br />damage to lands and property in the Valley, <br /> <br />'I <br /> <br />. <br /> <br />The intensity and amount of the rainfall in the June 18th storm <br />was hard to conceive and spemed to be centered in the area both above <br />and below John Martin dam. Some of the peak flows on the Arkansas <br />river and tributaries as determined by the Anny Engineers and other <br />federal officials are recorded here for future reference. The river <br />at Las Animas peaked at 22,000 c.f.s. The Purgatoire at 631000 c.f.s. <br />Rule Creek south of John Martin Reservoir at 276,000 c.f.s. Mud <br />Creek has been put at 53,400 c.r.s. and the river at Lamar waS measured <br />at 72,800 c.r.s. Caddoa Creek at 26,900 c.f.s. Clay Creek peaked at <br />153.000 c.r.s. and Willow Creek that flooded Lamar at 24.000 c.f.s. <br />Bulle Creek that flooded !lolly peaked at 187,000 c,f.s, At one time <br />there was 158,000 c.l.s. in the river at Coolidge, Kansas. <br /> <br />Only 3800 a.c. or water was stored in John Martin Reservoir <br />during the winter period and when released at 1000 c.C.s. onl3o' lasted <br />2 da)'s. Such small storage is very unsatisfactory because much of <br />this is taken up by loss in transit and is not available Cor i.rrigation. <br /> <br />Winter storage of Arkansas river water is provided for in the <br />Arkansas Rlver Compact. When all the water is shut off at John Martin <br />the effect is most pronounced on the ditches closest to the dam. Very <br />little water is available for the ditches above Lamar when storage is <br />on in John Martin. <br /> <br />Article V, A. or the Compact provides (or releases up to 100 c.f.s. <br />of river water but if upstream ditches are permitted to divert the river <br />without regard to this priority there is ver.y little water available <br />for use below or for storage In the Reservoir. <br /> <br />This year the river at Las Animas to J\'ovember 1st produced <br />330,300 aJ. The gauge at Purgatoire station .....as washed out so this <br />amount WQuld be estimated at 254,600 a.f. Rule Creek which has no <br />gauge had an enormous peak during the flood. Out flow from John <br />Martin Reservoir 'Was 287,000 a.c. 256,000 a.i. passed the Amitj" head <br />gate and there was 749,000 a.f. at the State Line. Ditches in District <br />#67 diverted 138,667 aJ., 81,345 aJ. of which wern to the Amil.l'. Use <br /> <br />Page 3 <br />
