.

.

II-8

Western's stated criteria with respect to the inclusion of partici-

pating irrigation projects in power repayment studies have been that if proj-

ects are once authorized (but have not necessarily received any construction

J

~...~~
from Assumption Sheets and Project Data Sheets, as previously summarized, shows ,r~
. O\iY
however that some projects or blocks are not progressing, many have estimate~~)~

completion dates 10 or more years into the future, and some are not techniCallY~d'~~

or economically fessible and may not be completed. For example, of the 14 proj- ~~(~;
;.,"J
'/)

The information available

appropriations by Congress) they must be included.

ects currently authorized but not completed, only two have a significant amount

(10%) of funding in 1982 and 8 have no funding at all in 1982. Only four are

10% or more complete. Also, of the 54 total blocks that make up the 14 proj-

ects currently authorized but not completed, only 9 are scheduled to be com-

pleted within 5 years and 12 are not scheduled to be completed until 10 years

or more into the future. Further, the Project Data Sheet for the Uintah proj-

ect contains the following statement:

"Funds to initiate preconstruction planning were appropriated in FY
1976. The data in this PF-65 are based on the plan presented in the August
1978 draft Definite Plan Report. However, since that time preconstruct ion
drilling has disclosed geological problems with both damsites and advance
planning studies have shown the plan is no longer engineering/economically
justified."

Wi th respect to the West Divide Project, a Bureau of Reclamation document en-

titled "Planning Report On The West Divide Project" contains the statement:

"The West Divide Project plan as presented in this report is not economic-
ally justified."
