<br />. <br /> <br />. <br /> <br />SECTION II <br /> <br />RATE PROPOSAL ISSUES <br /> <br />This section discusses various issues that were identified during our <br /> <br />analysis of Western's October 1982 rate increase proposal. Each of these <br /> <br />issues is discussed separately with suggested resolutions or re-evaluations. <br /> <br />Irrigation Features of Participating Projects <br /> <br />Western discusses the status of each unit of the irrigation features <br /> <br />of participating projects. However, in most cases, irrigation units have a num- <br /> <br />ber of blocks or separable features. The status of various blocks of projects <br /> <br />can be dramatically different, one from another. For example, one block of a <br /> <br />unit may be completed or nearing completion while other blocks may be inactive, <br /> <br />and may, in fact, never be built. In other cases, all blocks of a unit may be <br /> <br />inactive. <br /> <br />There are other concerns with respect to the status of irrigation <br /> <br />units, or blocks thereof. Some units may be listed merely as active; however, <br /> <br />studies may indicate that the unit is not feasible. Other units may have esti- <br /> <br />mated completion dates so far into the future that the status is clearly open <br /> <br />to speculation. <br /> <br />Information on the projects and blocks thereof which is used in the <br /> <br />power repayment studies is contained in the Bureau of Reclamation sheets titled <br /> <br />"Assumptions Concerning Construction and Repayment Periods - Authorized Partici- <br /> <br />pating Projects - September 30, 1981" (Assumption Sheets). Western has pro- <br /> <br />vided copies of these Assumption Sheets and they are included with this report <br />as Exhibit II-I. <br />
