The over-collec- <br /> <br />tion in excess of $515 million represents funds for which there are currently <br /> <br />no authorized projects in the appropriate states and is approximately 31% of <br /> <br />all funds shown to be collected in the PRS for participating irrigation proj-. <br /> <br />ects. <br />
