<br />t.) <br />~ <br />0') <br />N <br /> <br />I NTRODUCTI ON <br /> <br />Background <br /> <br />Section 13(a) of the Federal Nonnuclear Energy Research and Develop- <br />ment Act of 1974 [42 U.S.C. 5912, 9(e), as amended] states that the <br />WRC (Water Resources Council) shall, at the request of the DOE <br />(Department of Energy), <br /> <br />"undertake assessments of water resources requirements <br /> <br />and water supply availability for any nonnuclear energy <br />technology and any probable combination of technologies <br />which are the subject of Federal research and develop- <br /> <br />ment efforts authorized by this Act, and the commercial <br /> <br />development of which could have significant impact on <br /> <br />water resources." <br /> <br />In 1977, three section 13(a) assessments were initiated, one in the <br /> <br />Upper Colorado River Region, one in the Upper Missouri River Region, <br /> <br />and another in the Ohio River Region. <br /> <br />The WRC entered into an MOA (memorandum of agreement) with the <br />Colorado DNR (Department of Natural Resources) whereby the DNR agreed <br />to serve as Study Manager for the 13(a) Assessment of the Upper <br />Colorado River Region. As Study Manager, the DNR will report to WRC <br /> <br />on the findings and conclusions of this Assessment. <br />
