Progress Repon So. 19 i Progress Report) was <br />prepared by the Bureau of Reclamation (Reclamauon) of [he U.S. Department of the Interior in <br />cooperallon with State water resource agencies and other Federal agencies involved in the Colorado <br />River Basin Salinll}' Control Program lSalinity Concrol Program). This Progress Repon is the <br />latest In a senes of biennial repom that commenced in 1963. <br /> <br />AUTHORIZATION FOR REPORT <br /> <br />The direCtIve for preparing thiS report is contained in four separate public laws-Public <br />Laws 8~~85. 87-~83. 87-590. and 93-3~O. <br /> <br />Public UW' 8~-485 states: <br /> <br />Section 15 - MThe Secretary of the Interior is dlfl:Cted to continue studies and make a <br />report to the Congress and to the Slates of the Colorado River Basin on the quality of <br />water of the Colorado River." <br /> <br />Section 5 - "All revenues collected in connecnon with the operation of the Colorado storage <br />project and participatmg projects shall be credlCed to the Basin Fund. and shall be available. <br />without further appropriation. for (1) Jdraying the costs of operation. . .. ~ The ongoing water <br />quality monHonng. studies. and report are considered part of the nonnal operation of the <br />project and are funded by the Ba!ioin Fund. <br /> <br />Public Law 87~83 stales: <br /> <br />"The Secretary of the Imerior IS dIrected to continue his studies of the quality of water of <br />the Colorado River System. to appraise ItS suitability for municipal. domeslic. and <br />mdustrial use and for irrigation in the various areas in the United Slates in which it is used <br />or proposed to be used. 10 estimate the effect of additional developments involving its <br />storage and use (whemer herelOfore authorized or contemplated for authorizalion) on the <br />remaining water available for use in the United States. to study all possible means of <br />improving the quality of such water and of alleviating the ill dfects of waler of poor <br />quality. and to report the results of his studies and estlmates 10 the 87th Congress and <br />e\-ery :! years thereafter. ~ <br /> <br />Public Law 87.590 stipulates mat January 3 would be the submission date for the report. <br /> <br />Public Law 93-3~O states: <br /> <br />-Commencing on January 1. 1975. and every ~ years thereafter. the Secretary shall <br />submit. simultaneously. to the President. the Congress. and the Advisory Council created <br />in Section ~()..1(a) of this title. a report on the Colorado River Basin Salinity Control <br />
