.

o
~
00:

'the members of our state legislature have strongly expressed their
disapproval of the recent presidential action. On the other hand,
there have been those present during the course of these hearings who
have expressed delight at the injury which is proposed to be inflicted
upon the residents of these project areas. But that is the age-old
story of the human society.

After some twenty years of promises, promises, promises,

and near reality., these people of the proj ect areas are hurt, as are
all of us in Colorado. who have faith in American laws and the American

system. Perhaps I can best express their feelings, and mine, by

quoting a few lines from an old Scottish ballad:

"I am hurt," Sir Andrew Barton said,

"I am hurt, but I am not slain;

"I'll lie me down and bleed awhile;

"And then I'll fight again."

Gentlemen, you may advise the President that, while we are

hurt, we will continue to fight,until these projects are constructed.
With that message, I leave you to your further deliberations.

-5-
