MOEUR: <br /> <br />least, on the 13th of August of this year, the State of <br /> <br />Arizona filed in the Supreme Court of the United States, a <br /> <br />motion for leave to file a Bill of Complaint. The Bill of <br />, <br /> <br />Complaint sets forth the position of Arizona on the matter <br /> <br />, <br />the use of waters of the Lower Colorado River Basin. <br /> <br />is directed against the State of California , and a number of <br /> <br />irrigation districts in that state <br /> <br />now diverting water. We felt that this suit was justified at <br />this time; we hoped that the action meets with the approval <br />of you people up here. <br />Arizona has three times been before the Supreme <br /> <br />, <br />Court of the United States in an attempt to 'get this matter <br />settled, and the Supreme Court has failed to take jurisdiction. <br />
