<br />200,J <br /> <br />REPORT OF COLORADO RIVER BOARD OF CALIFORNIA <br />Period July 1, 1966 through December 31, 1967' <br /> <br />THE BOARD <br /> <br />:ii, " <br />'In <br /> <br />Statutory Responsibilities <br /> <br />The Colorado River Board of California was <br />created as a State agency by the Legislature <br />under Chapter 838, Statutes of 1937 (Sections <br />12500 to 12533, State Water Code). It has the <br />statutory responsibility of protecting the inter- <br />ests of California, its agencies and citizens in the <br />water and power resources of the Colorado River <br />System. The Board is composed of six members <br />appointed by the Governor, each nominated by <br />one of the public agencies of California having <br />established rights to the use of water or power <br />from the Colorado River. These agencies are: <br />Imperial Irrigation District, The Metropolitan <br />Water District of Southern California, City of <br />Los Angeles-Department of "Vater and Po~\'er, <br />San Diego County Water Authority, Coachella <br />Valley County \Vater District, and Palo Verde <br />Irrigation District. As the statutes provide, the <br />Chairman of the Board, elected bv the members, <br />serves ex officio as Colorado River Commissioner <br />of California. <br /> <br />Sections I 2528 through 1 2532 of the State <br />\Vater Code state the duties of the Commissioner <br />and Board as follows: <br /> <br />12528. The commissioner shall consult and ad- <br />vise with the board in exercising the powers and <br />performing the duties enumerated in this chapter <br />and make such reports and recommendations as <br />he deems proper or as the board requests, to the <br />end that the rights and interests of the State, its <br />agencies and citizens, in, to, and in respect of, <br />the water of the Colorado Ri\'et System and the <br />use thereof may be properly safeguarded and <br />protected, <br /> <br />0, <br /> <br />, <br /> <br />'.i <br /> <br />1 Previous annual reports of the Board have covered fiscal <br />years. This report, covering an 18-momh period from <br />July I, 1966, through December 31, 1967, is :1 transition; <br />future annual reports will be published on a calendar <br />year basis. Thus, the repon will be more conclusive and <br />Integrated in content by confomling more readily to the <br />Water }'ear of the Colorado River system and the annual <br />sessions of the Congress of the United States and the <br />Legislature of the State of California. <br /> <br />12529. The commissioner shall exercise on be- <br />half of the State every right and power granted <br />to the State or to any representative of it by <br />Section 16 of the act of Congress designated the <br />"Boulder Canyon Project Act," <br /> <br />12530. The commissioner shall investigate past, <br />present, and potential uses of the water of the <br />Colorado River System within and without the <br />State, <br />12531. The commissioner shall investigate, co- <br />ordinate, collect, and preserve information, facts. <br />and data bearing upon the claims of all States and <br />of all public or ptivate agencies within and with- <br />out the State to and in respect of the water and <br />the use of water of the Colorado River System. <br /> <br />12532. The commissioner shall confer with <br />representati\'es of other States in the Colorado <br />River basin, representatives of the United States, <br />and others concerning problems and measures re~ <br />lating to the development of the Colorado River <br />basin, the use of the water of the Colorado River <br />System, and the protection of the interests therein <br />of the State and of the United States, and shall <br />negotiate respecting such problems and measures <br />::md discuss the same and formulate and recom- <br />mend to the Governor and the Legislature meas- <br />ures, agreements, and legislation deemed for the <br />benefit of the State and the United States, <br /> <br />The water code requires that the Board head- <br />quarters be in Los Angeles. Regular meetings <br />are held monthly and special meetings upon call. <br />The Attorney General is legal counsel to the <br />Board. <br /> <br />Personnel Changes <br /> <br />Raymond R. Rummonds continued to serve <br />as the Board Chairman, having been unani- <br />mously reelected at the special meeting of June <br />29, 1966. On Mav 16, 1967, the Governor's <br />office sent letters to each of the six agencies rep- <br />resented on the Colorado River Board, request- <br />ing a list of at least three persons from which <br />the Governor might select a representative for <br />appointment to the Board. <br /> <br />9 <br />
