<br />1 <br /> <br />. <br /> <br />INTRODUCTION <br /> <br />. <br /> <br />Each salinity control unit is very different. Factors '41ich make them <br /> <br />different include climate, geology, topo~phy,. soils, a!!1"icultural markets, water <br /> <br />rights, the local econoRly and the people that live and work in the area. 'lbere is' <br /> <br />always the tendency, before detailed study, to assume that th!l.s project will be <br />, <br /> <br />similar to another. However, one BOon finds that each must be treated as an <br /> <br />individual and unique situation. <br /> <br />The opportunity presented by an irrigation source salinity control project <br /> <br />is that we can contribute to achieving two entirely different objectives through <br /> <br />one basic activity; improved irrigation water management through structural and <br /> <br />nonstructural practices. The primary objective of the pro'll'aIII is improved downstrelUll <br /> <br />water quality. However, local people always have the objective of improving the <br /> <br />agricultural econollly of the area being treated. Through careful planning, we <br /> <br />can achieve both of these objectives, and the voluntary approach with financial <br /> <br />incentives will work. <br /> <br />The McElllO Salinity Control lmit presents these opportunities, but the <br /> <br />local people need help to implement a program that will serve both objectives. <br /> <br />They need the help of both the U.S. Department of A'lI'iculture and the U.S. <br /> <br />nepartment of the Interior. For a successful program it is imperative that the <br /> <br />agencies of these two Departments fully coordinate their activities and that they <br /> <br />both work closely with the Colorado River Basin Salinity Control ForUIII. <br /> <br />Ti_ and resources did not permit a full evaluation of the McElmo situation. <br /> <br />ElBphasis was given to the salt load reduction estimates and the technical and <br /> <br />econ_ic feasibility of iJaplementing the proposed _sures.
