-------

.

PREFACE

.

.

This document was prepared under contract with the Colorado Basin Salinity
Control Forum, dated January 11, 1983. The assignment was to review and eval-
uate the proposed onfarm salinity control measures described in USDA's report"
sntitled Onfarm Irrigation Improvements, McElmo Creek Unit Salinity Control
I
Study, Colorado River Basin Salinity Control Pro#BJl'.

The evaluation was to include:
1. A general review of the Mc:Elmo Creek report.
2. The reasonablenesa of salt load estimates and salt load reduction
potential.
3. The technical and economic feasibility of implementing the proposed

measures.

4. A field inspection.
Given the time allocated to this effort, the evaluation relies heavily on
the author's experience and judgement in this program. Consequently, some of
the report is written in first person. Resources were not available to develop
new computer models or perform lengthy, complex analyses to fully evaluate those
performed by the ag;encies involved. Background material included in the SCS
report generally is not repeated in this report.

Appreciation is expressed for the support of the Forum, the cooperation
of the Soil Conservation Service and the Bureau of Reclamation in responding
to my many questions, and to the local people of the :.lontezuma Valley who were
so courteous and helpful during my field trip.

L
