C. <br />APRIL 5, 1978 <br /> <br />Mr. Chairman and Gentlemen of the Committee: <br /> <br />I fully recognize the great demands being made against the <br />available time of this subcommittee, and the ever-increasing demands <br />upon our government, both federal and state, for increased expenditures <br />in all fields of governmental activities. Nevertheless, the urgency <br />of protecting and developing the remaining meager water resources of <br />the State of Colorado is so great that I am compelled to impose upon <br />your limited time on behalf of adequate funding for federal reclamation <br />projects in the State of Colorado. <br /> <br />The President's recommended Colorado reclamation budget contains <br />adequate funds for the purposes described in the budget message. How- <br />ever, we firmly believe that the recommended budget reflects some <br />critical omissions.
