<br />~ <br /> <br />OSG~ <br />'- <br /> <br />two of these being among the five participating projects of the <br />Colorado River Storage Project which are to be constructed <br />concurrently with the Central Arizona Project. The Carter <br />Administration declared these four projects economically <br />unjustified based upon the planning and evaluation criteria <br />employed by that administration. <br /> <br />We could not disagree more with the criteria which have been <br />applied in recent years. The traditional cost-benefit ratio <br />measures neither ali of the benefits nor all of the costs of a <br />project, particularly as applied by the Carter Administration. <br />Thus, to reject valuable water resource development projects on <br />this sole criterion seems to us Inappropriate. In addition, we <br />would note again that Congress is obligated to proceed in a <br />timely manner with the San Miguel and West Divide water projects <br />since the law provides that they are to be constructed <br />concurrently with the construction of the Central Arizona <br />Project. The Board specifically requests Congress to provide 51 <br />million dollars for the continuation of planning on these <br />projects in order that they may be reformulated and brought to <br />fruition. <br /> <br />The final program which I would like to mention is the <br />Atmospheric Water Resources Management Program. Colorado <br />supports the request for 5600,000 in FY82 to continue that <br />portion of this research and development program which applies to <br />the Colorado River Basin. <br /> <br />The increase in recent years of winter cloud seeding <br />projects in Colorado has heightened interest in and awareness of <br />the possibilities afforded. Along with these projects there has <br />been concern over remaining scientific uncertainties, over the <br />fact that programs benefit some at the expense of others, and <br />over conflict of legal and governmental responsibilities. <br /> <br />Because Colorado will bear the major burden of weather <br />modification operations to augment the water of the Colorado <br />River Basin, the State has a particular interest in research, not <br />only in the development of the technology but in procedures for <br />mitigating impacts on affected communities. If seeding does <br />result in economic disruption, the extent of the damage must be <br />assessed and compensation procedures addressed. <br /> <br />We emphasize that it is research and demonstration which the <br />State, for the moment, supports. We believe that many questions <br />remain to be answered before operational programs can be <br />routinely implemented. <br /> <br />I appreciate the opportunity you have afforded me to Impose <br />upon your busy schedule today. The fact that Colorado and other <br />states have had the opportunity to present a case before you <br />should remind us all that the legislative processes of our <br />government are still the best that have yet to be devised.
