WILLIAM McDONALD, DIRECTOR <br />COLORADO WATER CONSERVATION BOARD <br /> <br />Before the <br /> <br />ENERGY AND WATER DEVELOPMENT SUBCOMMITTEES <br />COMMITTEES ON APPROPRIATIONS <br />UNITED STATES SENATE <br />AND <br />UNITED STATES HOUSE OF REPRESENTATIVES <br /> <br />On <br /> <br />APPROPRIATIONS FOR COLORADO WATER PROJECTS <br /> <br />Washington, D. C. <br />March 25, 1980 <br /> <br />Mr. Chairman and Members of the Subcommittee: <br /> <br />I am J. William McDonald, Director and Secretary of the Colorado <br />Water Conservation Board. The Board is the state agency charged with <br />the protection, conservation, and management of the water resources of <br />the State of Colorado. I am testifying today on behalf of the Board. <br />The Honorable Richard D. Lamm, Governor of Colorado, will be submitting <br />a written statement subsequently. <br /> <br />Summary of Request <br /> <br />With one exception, the President's recommended budget for the <br />U. S. Water and Power Resources Service adequately funds the activities <br />necessary for the timely execution and continuation of reclamation <br />programs in the State of C~lorado. The exception is the exclusion from <br />the President's recommended budget of the Animas-La Plata project. The <br />Board urges that $2.8 million be included in the FY 81 budget for a <br />construction start on this project. <br /> <br />I would also note that the Board opposes the appropriation of <br />funds for a comprehensive environmental impact statement (EIS) covering <br />the entire Colorado River Basin. If the funding in the President's <br />proposed budget for the initiation of a Colorado River Basin Information <br />Base Program is to serve this purpose, then we must urge that it be <br />deleted. <br /> <br />Details of Request <br /> <br />The President's recommended budget contains $99,714,000 for <br />construction, $200,000 for advance planning, and $1,237,000 for <br />
