Of these thirteen <br />transfers, four lower Arkansas transfers occurred of water rights comparable to the Ft. Lyon Canal <br />system. The value of these water rights in the years 1985 to 1988 ranged from $1,570 to $3,152 per <br />acre-foot C.U. As described earlier in this chapter, a preliminary estimate of the transferrable yield <br />of the Ft. Lyon Canal Company system is 1.27 acre-foot per share. Using these preliminary data it <br />is estimated that the value of the Ft. Lyon shares transferred outside of the lower Arkansas Valley <br />may range from $1,994 to $4,003 per share. It is estimated that the value of the Ft. Lyon shares for <br />municipal purposes may be at the lower end of this range due to water quality concerns and other <br />issues relating to transfer of water from the lower Arkansas Valley. The differential in the valuation <br />of the Ft. Lyon shares for municipal use of $2,000 per share versus that for agricultural use of <br />approximately $700 per share is a significant factor leading to potential water sales from the Ft. Lyon <br />Canal Company system. In the average year this is equivalent to about $2,000/1.27 = $1,575 or <br />$1,600/af C.U. on the average across the Ft. Lyon System. <br /> <br />3.14 SummaIY <br /> <br />Major findings of this description of the Ft. Lyon Canal Company system and its environment are <br />as follows: <br /> <br />1. Stockholders' ability to acquire additional stock in the company is subject to limitations by <br />the company bylaws. Water may be transferred within a division, water may not be <br />transferred out of the ditch or to downstream divisions. Water transfers within the system <br />for agricultural or other uses have been infrequent. <br /> <br />2. The average annual yield of the Ft. Lyon system is 211,597 acre-feet and ranges from 94,145 <br />to 383,056 acre-feet annually. Ninety percent of the time, the system may deliver up to <br />110,000 acre-feet/year. <br /> <br />3. Ground water pumping is extensively regulated by the State Engineer's Office. It is <br />estimated that ground water pumping under the Ft. Lyon system adds 12% to the water <br />supply of irrigated acres served by the canal. <br /> <br />3-19 <br />
