<br />Implementation Schedule <br />The major steps in the implementation of Phase I of the NASF are assumed to occur in <br />the following sequence: <br /> <br />· April 1998 - execution of Memorandum of Understanding between CDOW and <br />CWCB for the development and operation ofthe facility, <br /> <br />. May 1998 - begin final design, <br /> <br />. April 1999 - complete design work, <br /> <br />· March through May 1999 - project bidding and selection of a construction contractor, <br /> <br />. June 1999 - begin construction, <br /> <br />. May 2000 - end construction, <br /> <br />. June 2000 - begin facility operation. <br /> <br />Impacts and Permittinl! <br /> <br />The primary impacts from the project would be associated with construction, which <br />would involve the temporary disturbance of 100 to 200 acres of land. The only other <br />major impact may be the possible discharge of effluent from the facility and the potential <br />creation of additional wetlands by use of the effluent. <br /> <br />The project will be located entirely on private property, however, it is possible that a 404 <br />Permit will be required for potential wetlands impacts resulting from effluent discharge. <br />(At this time it is not actually known ifthere will be any discharge of effluent.) It is also <br />likely that an NPDES discharge permit would be required from the Colorado Department <br />of Public Health and Environment. <br /> <br />As noted above, the existing well permits will probably have to be revised to include the <br />category of commercial use for each of the three wells in the confined aquifer. Additional <br />permits and adjudication for a plan for augmentation will be required for any new wells in <br />the unconfined aquifer. <br /> <br />Selection of Desil!n Enl!ineer <br /> <br />In February 1998, the firm of FishPro was selected as the design consultant in a <br />competitive selection process. The selection committee consisted of CDOW and CWCB <br />staff members. <br /> <br />3-7 <br />
