All rearing and holding facilities, including outdoor
ponds, will be constructed above existing grade. Water exiting the effluent pond will flow
by gravity to wetland areas on the southern portions of the property.

Water will be supplied to the facility from deep wells in the confined aquifer and from
shallow wells in the unconfined aquifer. The deep wells will provide warm water, which
may be used directly in rearing facilities or as a source of heat, or both. Water supply and
water quality considerations are discussed in the following section of this report.

Cost Estimate

t
The cost estimates given here are based on the Opinion of Probable Cost in the 199X
FishPro report for the facility described above. The overall facilities are viewed on a
comparable unit or system cost basis and result from FishPro's experience with similar
projects. Table 3-1 is the Phase I cost estimate for each of the major components and for
the entire Phase I facility from the FishPro report in 1996 dollars. The estimate does not
include the costs of property acquisition or the development or reconstruction of wells.

3-5
