The records and computations as reviewed by the Commission are reproduced <br />on the next four pages. The computations shown on page 27 include some minor adjustments under the <br />Rio Grande Index Supply that are acceptable to Colorado, but not to New Mexico or Texas. The <br />computations shown on page 28 include minor adjustments under the same index supply that are <br />acceptable to Texas and New Mexico, but not to Colorado. The differences in the two computations or <br />proposals are the result of different interpretations of the status of small volumes of water transferred <br />from Beaver Park Reservoir to Big Meadows Reservoir. in Colorado, during 1967 and 1968. <br /> <br />The delivery of water in the Rio Grande at the Colorado-New Mexico state line was obtained from <br />record of stream flow near Lobatos, Colorado; the obligation of Colorado to deliver water at the state <br />line was computed as prescribed in Article ill, with different interpretations. Item C5, the Reduction <br />of Debits prescribed in Article VI, was computed in accordance with the Rules and Regulations. Item <br />C7, on page 28, Reducation of Credits for change in storage reported in 1967 for Big Meadows Reservoir <br />is in accordance with standard procedures for such changes. <br /> <br />The delivery of water by New Mexico to Project Storage was computed from the actual stream-flow <br />record and the record of operation of Elephant Butte Reservoir; the scheduled delivery was computed as <br />prescribed in the Resolution of the Commission adopted at the Tenth Annual Meeting. and published in this <br />Report. Item NM4, Reduction of Debits by Evaporation, was computed in accordance with the Rules and <br />Regulations. <br /> <br />The actual release from Project Storage during the year was measured at stations below Caballo <br />Dam. The Accrued Departure from Normal Release is omitted in accordance with a decision of the <br />Commission at the meeting on Feb. 15, 1968. <br />
