Walker <br />Deputy Director <br /> <br />DATE: September 30, 1982 <br /> <br />SUBJECT: Agenda Item 12a, October 7, 1982, Board Meeting-- <br />Closed Basin project Enhancement Plan <br /> <br />Introduction <br /> <br />Public Law 92-514, enacted on October 20, 1972, authorized <br />the construction, operation and maintenance of the Closed Basin <br />project, including the conservation and development of fish and <br />wildlife resources and the enhancement of recreational <br />opportunities. Such enhancement features must be cost-shared, <br />with one-half of the costs of recreational development and <br />one-fourth of the costs of fish and wildlife enhancement <br />facilities, and all operation, maintenance and replacement costs, <br />being assumed by a local or state agency. <br /> <br />At its February, 1982, meeting, the Board directed me, in <br />conjunction with other a~propriate state officials, to negotiate <br />a repayment contract with the United States for recreation and <br />fish and wildlife enhancement features. The pur~ose of this memo <br />is to present to the 80ard the substance of the enhancement plan <br />which I recommend for Board approval. <br /> <br />Discussion <br /> <br />Head and San Luis Lakes, located in stage 3 of the project <br />about eight miles east and 1-3 miles north of Mosca, would be the <br />subject of the proposed enhancement plan. As originally <br />contemplated in the definite plan report (November, 1979), the <br />enhancement plan included extensive public use facilities for <br />both fishing and non-fiShing activities (see attached table 1) <br />and lake level stabilization facilities (see attached table 2). <br />The estimated cost (in October, 1982, dollars) of this "full <br />development" plan, excluding the value of easements on state <br />owned land, is $2,690,000. Of this amount, $1,185,500 would be <br />repayable. Annual operation, maintenance, and replacement costs <br />for the full development plan are estimated at $88,000 (in <br />October, 1982, dollars). <br /> <br />222 <br /> <br />Robert A. Jackson.
