Mr. Ehrhart does not <br /> <br /> <br />believe the operators oould possibly stand $1.,0 per aore oharges. <br /> <br /> <br />However. aside from any inoreased yields created by a more adequate <br /> <br /> <br />water supply. it is believed that operators would also be willing to <br /> <br /> <br />pay for assuranOe of a reliable supply. <br /> <br /> <br />It is not likely that the operators oClUld af"ford to pay <br /> <br /> <br />the full oosts of oonstruotion. Present estimates of Alpine <br /> <br /> <br />reservoir range from $60.000 to $80,000. The operators have not <br /> <br /> <br />oOllllllitted themselves as to what proportion of suoh an amount they <br /> <br /> <br />oould afford to pay. They do state that they believe part of the <br /> <br /> <br />oosts' should be oharged off beoause they believe any upstream <br /> <br /> <br />development suoh as oontemplated would be of benefit to downstream <br /> <br /> <br />users also. This assumption is doubtful beoause all of the water <br /> <br /> <br />reaohing the lOl'fer valley is now being used fer irrigation either <br /> <br /> <br />by direot diversions from the river or. by storage in offwstreaa <br /> <br /> <br />reservoirs. <br /> <br />If the projeot were deemed feasible it appearS' that <br />there are two programs .for whioh it would be well adapted. If <br />oonstruotion oosts would not exoeed $50.000 it oouid be built <br />under the Water Faoilitielll :Program whioh permits' some subsidy in <br />the form of grants to operators who oannot afford to pay the <br />oharges. <br /> <br />..10... <br /> <br />. <br />
