Concurrently <br />with the preparation at the Modification <br />Report, Reclamation IS negotiating with <br />the State of Wyoming on cost shanng ar- <br />rangements under the Safety of Dams <br />Act. If funds are approved. the wall is ex- <br />pected to be completed in 1989. Esti- <br />mated cost of constructing a concrete <br />diaphragm wall for the entire dam is $52 <br />million <br />At Big Sandy Dam, repair was completed <br />on the spillway where frost action and the <br />runoff waters loosened the slabs of con- <br />crete in fhe dam's spillway. The contract <br />for repair was awarded In Apnf 1984 and <br />was completed in 1985. <br />On the Bonneville Unit, Central Utall <br />Project, supplemental repayment contracf <br />negotiations between the Bureau of Rec- <br />lamation and the Central Utah Water Con- <br />servancy Distnct were entered into in <br />September 1984. A total of 19 public <br />negotiation meetings were held. The con- <br />tract, and two others. one with the Metro- <br />politan Water Distnct ot Salt Lake and the <br />other with Salt Lake Wafer Conservancy <br />Distnct. were executed In September <br />1985. <br />A special election In 12 counties was <br />held November 19 and voters endorsed <br />the project 3 to 1 A 100-<Jay review <br />period by Congress was necessary after <br />the election. Construction is expected to <br />continue as soon as this revlow period is <br />completed <br />The Bonneville Unit project plans call lor <br />equalizing Strawberry and Soldier Creek <br />Reservolls to create the enlarged Straw- <br />berry ReservoII <br />The spillway flashboards at historic <br />Strawberry Dam were removed on Janu- <br />ary 8, 1985, to begin the equalization pro- <br />cess. Removal of tile 18-inch-hlgh flash- <br />boards. whlcll had been in place to retain <br />additional water in Strawberry Reservoir, <br />allowed that stored water to flow into <br />Soldier Creek ReserVOir <br /> <br /> <br />Breaching the Indian Creek Diversion <br />Canal permitted approximately 12 cubic <br />feet at water per second to flow directly <br />into Soldier Creek Reservoir. <br /> <br />Next, two hydraulic jacks were used to <br />raise tile stems attached to the operating <br />gates at Strawberry Dam. The dam has <br />two operating gates which had been in <br />place - unused since 1912. The stan- <br />dard cast Iron gates were originally <br />designed to be raised by a team of <br />horses. <br />Even though the two gates had been in <br />place 73 years, both opened, allowing an <br />estimated 1,000 cubic feet per second <br />flow of water to flow through them from <br />Strawberry to Soldier Creek Reservoir. <br />Tllis flow slowly decreased as the reser- <br />VOllS began to equalize and reacll a com- <br />Illon water level. <br /> <br />Equalization took about 30 days witll <br />Strawberry ReserVOir dropping 3-6 teet <br />and Soldier Creek rising 10-13 teet. The <br />water level at the reservoir after equaliza- <br />tion was about elevation 7,555 <br /> <br />In March, a $400,000 contract was <br />awarded on Becho, Inc., ot Salt Lake City, <br /> <br />~ <br /> <br />- <br />WQ1k on Strawberry Dam 111 eBrly 1900's <br /> <br /> <br />Breaching Strawberry Dam May 17. 1985 <br /> <br />for breaching at Strawberry Dam and In- <br />dian Creek Dike. <br /> <br />Actual breaching of the dam occurred in <br />May 1985. Using underwater demolition <br />to loosen the concrete corewall ot the old <br />dam, and crane and diving crews, the <br />contractor removed the debns of tile <br />dam.
