A Modification Report and an Environ- menfal Assessmenf are being prepared tor submission fo Congress. Concurrently with the preparation at the Modification Report, Reclamation IS negotiating with the State of Wyoming on cost shanng ar- rangements under the Safety of Dams Act. If funds are approved. the wall is ex- pected to be completed in 1989. Esti- mated cost of constructing a concrete diaphragm wall for the entire dam is $52 million At Big Sandy Dam, repair was completed on the spillway where frost action and the runoff waters loosened the slabs of con- crete in fhe dam's spillway. The contract for repair was awarded In Apnf 1984 and was completed in 1985. On the Bonneville Unit, Central Utall Project, supplemental repayment contracf negotiations between the Bureau of Rec- lamation and the Central Utah Water Con- servancy Distnct were entered into in September 1984. A total of 19 public negotiation meetings were held. The con- tract, and two others. one with the Metro- politan Water Distnct ot Salt Lake and the other with Salt Lake Wafer Conservancy Distnct. were executed In September 1985. A special election In 12 counties was held November 19 and voters endorsed the project 3 to 1 A 100-<Jay review period by Congress was necessary after the election. Construction is expected to continue as soon as this revlow period is completed The Bonneville Unit project plans call lor equalizing Strawberry and Soldier Creek Reservolls to create the enlarged Straw- berry ReservoII The spillway flashboards at historic Strawberry Dam were removed on Janu- ary 8, 1985, to begin the equalization pro- cess. Removal of tile 18-inch-hlgh flash- boards. whlcll had been in place to retain additional water in Strawberry Reservoir, allowed that stored water to flow into Soldier Creek ReserVOir Breaching the Indian Creek Diversion Canal permitted approximately 12 cubic feet at water per second to flow directly into Soldier Creek Reservoir. Next, two hydraulic jacks were used to raise tile stems attached to the operating gates at Strawberry Dam. The dam has two operating gates which had been in place - unused since 1912. The stan- dard cast Iron gates were originally designed to be raised by a team of horses. Even though the two gates had been in place 73 years, both opened, allowing an estimated 1,000 cubic feet per second flow of water to flow through them from Strawberry to Soldier Creek Reservoir. Tllis flow slowly decreased as the reser- VOllS began to equalize and reacll a com- Illon water level. Equalization took about 30 days witll Strawberry ReserVOir dropping 3-6 teet and Soldier Creek rising 10-13 teet. The water level at the reservoir after equaliza- tion was about elevation 7,555 In March, a $400,000 contract was awarded on Becho, Inc., ot Salt Lake City, ~ - WQ1k on Strawberry Dam 111 eBrly 1900's Breaching Strawberry Dam May 17. 1985 for breaching at Strawberry Dam and In- dian Creek Dike. Actual breaching of the dam occurred in May 1985. Using underwater demolition to loosen the concrete corewall ot the old dam, and crane and diving crews, the contractor removed the debns of tile dam. Indian Creek Dike was breached later in the year. :f 3
