<br />INTRODUCTION <br /> <br /> <br />002153 <br /> <br />SUMMARY REPORT <br /> <br />LOWER COLORADO REGION COMPREHENSIVE FRAME\>IORK STUDY <br /> <br />Guidelines for the framework studies state: "The basic objective <br />in the formulation of framework plans is to provide a broad guide to the <br />best use, or combination of uses, of water and related land resources of <br />a region to meet foreseeable short- and long-term needs." Specifically, <br />the study was initiated to: <br /> <br />1. Evaluate the present and future needs of the Lower Colorado <br />Region for water and related land resources through year 2020. <br /> <br />2. Evaluate available resources. <br /> <br />3. Formulate a framework program to meet the future social and <br />economic needs for water and related lands, goods, and services. <br /> <br />4. Preserve natural and cultural values. <br /> <br />5. Protect and enhance the public well-being. <br /> <br />The framework program is of reconnaissance scope, broad in coverage, <br />and flexible in structure. It does not formulate specific development <br />proposals, but serves as a guide and sound basis for a continuous planning <br />process and presents programs for meeting the needs of a particular set <br />of economic projections made for food and fiber demands. Consideration <br />must be given to other programs developed by other groups, agencies, or <br />states which may reflect programs for meeting needs of differing projected <br />economic patterns. <br /> <br />The program presented should be continually reviewed and modified <br />as future changes in economic demands, technology and other factors <br />require. Additional studies will be required to examine and evaluate <br />other courses of action which may be instituted as desirable or necessary. <br /> <br />The Lower Colorado Region is one of four regions in the Pacific <br />Southwest assigned to the Pacific Southwest Inter-Agency Committee by <br />the Water Resources Council for comprehensive framework study. The study <br />is a cooperative effort of primary state and Federal agencies. <br />
