They are <br />appointed to 4-year terms, and by 1.1\\: they must be residents and properly o\'..ners within their respective county, .md <br />be knowledgeable on water matters. <br /> <br />Representation on consen.'ancy district boards is structured to allo\\ all areas within a district to be represented on <br />the board, gi....ing some \veightto the areas \....ith the larger populations. Each county in Southeastern's nine-county service <br />area is entitled to at least one director position on the Board, as long as that county's portion of the District equals more than <br />1% of the total land area at' the District. E\'ervone of Southeastern's nine counties is repre"ented on the Board bv this criteria <br />except KiowJ County, \..ho"e DIstrict lands are less than 1% of the total District land mass. After the land-mass apportion- <br />ment, counties are then granted additional director positions based upon their percentage share of the total population or <br />the District. This gi\es El Paso Countv four more directors and Pueblo Countv 1\\0 more directors. The COUtts then allow the <br />District to h,~....e one at-large position on the Board, which is now held by a Pueblo County tesident~ando\\'ner. <br /> <br />3 <br />
