Hopefully, 1999 will see the close to this case. <br /> <br />The Water Activity Enterprise formed to handle the sale of Return Flow Water folded into the District <br />Program in a good way and will see its role expanded in the coming years. In 1998 it sold 16,309 acre.feet <br />of Return Flow Water and had more available. <br /> <br />The main event of 1998 was the ongoing negotiations with the Bureau of Reclamation for the repair <br />o{ Pueblo Dam brought on by the {ear of the USSR o{(idals that filling the reservoir to spillway elevation <br />would impose such a weight on the shale lenses on which the concrete sections are iounded that slippage <br />could occur. The projected cost is $29,000,000. Any \rVinter Water stored during construction runs the risk <br />oi being dumped. <br /> <br />A second equally important activity in 1998 was iormation oj the Storage Study Committee COl11- <br />posed o{ 27 entities: cities, towns, districts, ete. to develop a picture of the storage needs of the valley. From <br />this study, the first phase of ,....hich was finished in late 1998, it appears some 173,000 acre feet o{ additional <br />storage will be needed in that part of the valley within the boundaries of the Southeastern Colorado \Valer <br />Conservancy District. <br /> <br />Excessive Bureau 0 & M costs continue to plague us. This is a ,vest-wide problem and pressure is <br />intensifying to bring them under control. <br /> <br />1998 saw the loss {rom the Board of Bob Tempel and Frank Milenski, two outstanding citizen ser. <br />....ants of the Valley. The Board has been blessed through the years with outstanding members and these two, <br />Bob our newest member and Frank the last charter member of the Board, ha\e been outstanding e\amples. <br />They give us a real challenge to equal commitment. <br />
