Version of City Superintendent Ralph Varner <br /> <br /> <br />Ralph Varner states that he never heard Samples say that he <br /> <br /> <br />had water to sell to the City of Fort Morgan. In his recollection, <br /> <br /> <br />Samples said only that he knew where water could be obtained. <br /> <br /> <br />Varner could not remember any prices or amounts of water being <br /> <br /> <br />quoted by Samples. <br /> <br /> <br />At the time of the first meeting between Samples and the City <br /> <br /> <br />Council, Samples "had a terrible chip on his shoulder." Varner <br /> <br /> <br />felt that Samples wanted to "slap the face of the council." <br /> <br /> <br />Samples accused people of stealing' water and said "now by God the <br /> <br /> <br />city is going to have to pay". Samples said that he had "paid <br /> <br /> <br />taxes for many years on that golf course and now we would see <br /> <br /> <br />about it." Samples said that if the city took a different view <br /> <br /> <br />on the Narrows Project it might get better treatment from the <br /> <br /> <br />people who had water to sell. <br /> <br /> <br />Varner states that Samples' attitude at this meeting was <br /> <br /> <br />"cocky" and that he angered Varner. According to Varner, Samples <br /> <br /> <br />"had the council on the spot and abused them." <br /> <br /> <br />Samples told the council that well users would have to rent <br /> <br /> <br />water fl'om storage before they could pump and that the wells pump- <br /> <br /> <br />ing water from the river would be shut down. <br /> <br /> <br />The next year (1966), when the Sterling No.1 Ditch made a <br /> <br /> <br />"call" on the river, Samples convened another meeting with the <br /> <br /> <br />council at which Robert Littler and William Mattern were also <br /> <br /> <br />present. At this meeting the council was again told to shut down <br /> <br /> <br />the golf course well. Samples went out and threatened to use a <br /> <br /> <br />crowbar to pry open the well house lock in order to shut the well <br /> <br /> <br />down, but was persuaded not to do so.
