As far as Barkley and Phipps <br />know, John L, Samples was not involved. Neither J, R. Barkley <br />nor Earl Phipps has any knowledge of John L. Samples being involved <br />in the transfer of C-BT allotment from the Bijou Irrigation <br />Company to the cities of Boulder and Longmont. (Interview, J. R. <br />Barkley, Earl Phipps, l/24/67,) <br />The Left Hand Water Supply Company is a "bus bar" company <br />which distributes water wholesale to the Foothills Water Associa- <br />tion and the Boulder Valley Water Association. Its manager is <br />Richard Hicks who we interviewed on February 20, 1967 in the <br />office of the company in Niwot. <br />We asked Hicks about the dealings between the Left Hand Water <br />Supply Company and the Bijou Irrigation Company in connection with <br />the acquisition by Left Hand of 1,000 units of C-BT water from <br />the Bijou in 1961. Uicks stated that this transaction occurred <br />before he was with the Left Hand Company. He introduced us to <br />Mrs. Mildred Van Sickle, the office manager and bookkeeper of the <br />company, She stated that she also was not with the company at <br />the time of the transaction with the Bijou, According to them, <br />either Judson Daniels or Jack Johnston was the manager and Mr. <br />Alva M. Dodd, of RFD 2, Longmont, was the chairman of the company <br />at the time of the transactions in question. <br />We examined the books and records of the company and among <br />these records was a copy of a resolution dated November 6, 1961, <br />by the Bijou Irrigation Company authorizing that company to make <br />an application to the NCWCD for transfer of part of its C-BT <br />allotment to the Left Hand Water Supply Company, <br /> <br />WOOOWARP.Cl.YDE.SHERAROANDASSO(:lATfS <br />
