Allegations <br />A number of varying allegations were heard to the effect that <br /> <br />John L. Samples had collected a sizeable commission on the sale, <br /> <br />by the Bijou Irrigation Company, of some of its C-BT water allot- <br />ments, Allegations were made that Samples used the money from <br /> <br />the commission to build a building in Brush (together with his <br /> <br />friend Joe Howell), Allegations were also made that Samples ori- <br /> <br />ginally tried to persuade the Bijou Company to seel the allotments <br />for $7.00 or $8.00 per share, when they were worth far more, <br /> <br />2. Conclusions <br /> <br />We conclude that the allegations concerning John L. Samples <br /> <br />and the sale of C-BT units by the Bijou Company are not true, <br /> <br />but that he perhaps inadvertently gave reason for such rumors to <br /> <br />arise by sitting in on the negotiating sessions between the Bijou <br /> <br />Company and the buyers. We cannot absolutely rule out the possi- <br /> <br />bility that the Bijou paid him a commission by means of a warrant <br /> <br />drawn to him or to cash, but this could be determined only by an <br /> <br />audit of the Bijou books. The Bijou officials deny it, Although <br /> <br />we did not interview officials of the city of Boulder, the Fort <br />Collins-Loveland Water District, or the Little Thompson Valley <br /> <br />Water District, and so cannot rule out a commission having been <br /> <br />paid to Samples by one of those entities, the pOSSibility seems <br /> <br />extremely remote on the basis of the facts we have learned. <br /> <br />3.
